There having been some erroneous

publican caucus of Friday evening I

pus, and made no reference whatever ,
to any other subject;. Unstated that,
he could see no possible reason for j

tion in Maine and Michigan because
there was a disturbed condition of
affairs in Louisiana or Mississippi.
If there is a condition of affairs there
t<* warrant it, let the suspension be*
confined to the disturbed districts.
He could riot, see why the Southern
States, like Virginia, North Carolina
and Tennessee, that were now trying
to sustain good governments, should
be menaced and excited by a su.-p n
sion of t he habeas corpus.
The bill, if it should become a law,
would confer upon tie; President of
the United Stat es for all time to come,
whoever that President might he, the
right, arid power to suspend the hu
b s corpus at and absolute
discretion in any city, county, district
or State within the United States. He
felt great respect for President Grant,
; and would t rust him as far as he
would any Executive officer; blithe
would never vote to confer this auto
cratic power upon any President, now
: or hereafter, even if no actual harm
should come from it for a long period
of years. People would in the end
become too much familiarized with
the suspension, and would lose that
1 intense jealousy of individual perso
, mil liberty which is the great eharae-

which all our legislation should stim
ulate rather than repress.
