The charge of Judge Emmons, at Memphis, which wo print in full this morning, is an admirable statement of the law as applicable to the Civil Rights bill. We have previously printed and called attention to the points made in his charge. There is every reason to believe that the Su preme Court of the United Htatcs will sustain his opinion. ft has never given a decision which would war rant any other expectation. We have alluded to the decision in the Lonisi.- ana slaughter house eases. Tho famous coal-oil decision, given by the Supremo Court, is equally in point. Congress passed a law enacting that all coal o)l, in tho country should lm of a certain standard, providing cer tain penahfcs for violation.-, of the same. Tho Supreme Court decided that this was a police law, and could only be applicable to tHe District of Columbia and to the Territories where the United Htatcs Government has exclusive jurisdiction. The coal oil decision touched the same princi ple involved in the Civil Rights bill. The latter is a police law, with which the Federal Govoriiue-nt has no Imsi ness, and undoubtedly tin; Supreme Court will so decide. Cincinnati En quirer. Sl<> of City Lots.
