The recent rise In the price of gold
which pinches the importers, dis
turbs values, uml deranges markets,
to the great detriment- of the busi
ness of t he country, may be sot down
to the failure of the Forty-third Con
gress to act upon the currency ques
tion. It might at least hold the cur
rency where it is, and keep the fluc
tuation of gold in as narrow limits as
those within which the value of our
national bon# vibrates.
The receipt for doiug this is simple.
It is merely to provide a boutt redemp
tion of greenback* at their par-value m
currency. Asa movement toward
specie payments, this bond redemp-1
tion should be, as we have often ad
vocated, of a more stringent character
than that of which we are now speak
ing. To make it effective to that end,
the bond should be worth more than
the greenback, and for this reason
the latter should be convertible into
live per cent, bonds. But as a move
ment bv way of beginning, without i
disturbing perceptibly the volume of
the paper circulation, and with a.
view to avoid the hostility of the
unti-contracth mists, bonds bearing a
lower rate of interest must be used. 1
It is plain that when specie is at
a premium of eleven per cent., a hmr
and-a-half per cent, specie-paying
bond would Tiring in the market'just
about par iu currency. Such a bond,
then, ir obtainable oh demand for the
greenback, would tix the value of the i
greenback, and also measurably do- j
tennine the premium on coin. ‘Sup
pose such an arrangement to have!
been in existence when the scheme
to advance the premium on gold was .
first set on foot, it would have at real-!
edthe rise, because an advance of!
two or three or four per cent,
would have produced conversion of
the greenbacks into (ho four-and-u
--hnlf per cent, bond a- a substitute for
remittance abroad. The fact that
such a result would have followed
the gold movement, on such a basis,
is no evidence, however, that conver
sion to any extent would have taken
place, but only that it would have
prevented the inception of the
scheme. Gold would thus have been
kept from rising, while the volume of
greenbacks would not have been di
minished.
Bv this plan of making the green
back redeemable at the will <>f the
holder iu a four-and-a-half per cent,
bond, tin- circulating medium would
be held to u siieeifle and steady coin
value of about ninety cents on the
dollar, and the premium on gold
of course would correspond. The
fluctuations in the value ot the cur
rency and the price of gold would
therefore be limited to the rise and
fall in the value -if the four-and-a
half per cents And we know from
experience with our live and six per
cents that this would b ■ but little.
The five per cent, is steady ai about
par In gold in the foreign market.
The price of the four-and-a-half per
cents would obey the same rule.

Pom Pedro 11. of Brazil, who, ac
cording to a French report, is about
to abdicate his throne and to take up
his residence among the people of
the United States, is in the fiftieth
year of his age. Ho was born on the
2d of December in the year 1825. He
is the son of Dorn Pedro 1., and com
menced to rule, under a regency, on
the7th of April, IR.U, and to govern
personally on the 2;ki of July in the ,
year 1840. He was crowned on tin*
18th of July, inn, and married 4th of
September, 1848, to Princess Theiyse
Onstine, daughter of Francis I ~ King
of Sicily. The Emperor’s daughter, ;
Countess <TEu. in whose favor It i
said he will abdicate, was married on

Gaston, grandson of the late King
Louis Philippe, of France. The Em
peror of Brazil has been, ir is alleged,
vastly disquieted in mind, of late
years, by reason of t he conflict which
nos arisen iu his dominion between
State authorities, a parts in Parlia
ment., and hierarchy and clergy of
the Catholic Church. His Majest>
believes. it is said, that the parties
who assail the church so violently do
not represent tin* national will of the
Brazilian people, but are moved and
supported through the agency off
secret societies from abroad.

Count Marefoschi, accompanied by
Mousignoro Konoetti. ab-legate of
the Holy Sea, set sail from Havre on
board the Pore ire, of the French
Transatlantic line of steamers, on
Friday last, 26th ult., for New York.
Count Marefoschi has been appointed
by the Holy Sea to announce official
ly to his eminence, Cardinal MeCl<s
-key, the fact, of his elevation to the
rank and dignity of the cardinalate.
Monsignorc lloncetti has been ap
pointed by the Holy Father bearer of
the cap, which is the insignia of the
i cardinalate. The public functions of
[conferring the cap will be performed
by Archbishop Bayley, of Baltimore,
hi Ht. Patrick's Cathedral in New
York, but at what, precise date has
[not yet been determined. The ap
ipointmont of the Archbishop of Bui
tiimore to the graceful task of confer
ring the insignia of his oflice on his
elder brother in the Catholic
episcopate was made by the
Pope himself. The ceremony at tin
cathedra] on the day which will see
the first American Cardinal receiving
his cap from the hands of ihe ab
legate of Pius IX. is expected to be
exceptionally grand. Several of the
dignataries of the Catholic Church
will undoubtedly be present to assist.

The Suez canal is going to be a
pretty valuable property, not wit h-
Mtauding the manner in which Lon
don capitalists turned up their noses
at it. it* receipts for 1878 were near
ly £1,600,0000, and its running ex
penses only £225,000. It was able to
declare a divided of three and three
quarters per cent. on this business,
and neurlv all of the future increase
from tolls will be clear gain. The
cost of the canal was about #os,<Kßt,-
000, but of this the Egyptian Govern
ment bore a share, so that the capi
tal of the company is only £04,000,-
000.
The business of the canal is gradu
ally increasing, and the competition
frqip this source is now the only
check on the greed of our consolida
ted American rail and ocean line to
Asia. The canal stock has been re
cently admitted to the Loudon Stock
Exchange.

show a total of ninety-nine deaths.
