The civilized world lias looked with admiration upon the progress of en lightened sentiment in Japan. Changes in governmental forms and social customs have followed each other so rapidly that fears were en tertained of resistenco anil revolution among the ignorant classes of the people. There have been murmur mgs and threats, but the reforms went on, and conjecture is at a loss .to determine how, when, and whore they will stop. The most surprising of all tho innovations, and that which will probably be hailed with C cutest satisfaction by the Mikado’s (subjects, is contained "in a decree is sued by that monarch on the 15th of April, the fourth and fifth clauses of which read as follows: I It is my desire not to restrict rny lelf to tl.e maintenance of the live Principles which I swore to preserve, put to go still further and enlarge the circle of domestic reforms. ! With tliis view I now establish the pt’nro-iii to enact laws for tho em pire, and the Dai-Shin-Ui to consoli date the judicial authority of the Courts. Thus, hv assembling repre sentatives from the various provinces of the Empire, tho public mind may best be known, and tho public inter est best consulted, and in tliis man ner tile wisest system of administra tion will be determined. I hope by these means to secure the happiness bf my subjects and my own. And, while they must necessarily abandon many of their former customs, yet must they not, on the other hand, yield too impulsively to a rash desire for reform. 1 desire to make you ac quainted with my wishes, and to ob tain your hearty co-operation in giv ing them effect.
