This is the work of immigration, especial ly of immißrotion of the hitther and more valuable class small tanners with experience and capital. Vi the same time there is no intention to discourage the agricultural lahorer, who, Indeed, Is certain to Und at the South an ample demand for his labor ami a sure reward for bis industry. But what the South particularly needs now is the immigrant w ho can stand oil his owu feel, and bv so do ing make tinner the footing of Ids neighbors. There is no earthly rea son why the Southern States should not, the facts in the case being prop erly published, outvie the West and North In attracting emigrants from abroad, and druw to ilieir bor ders every year thousands of Eastern farmers who now go to Colorado. Kansas or Califor nia. They possess a fertile soil and a charming climate; the pro ductions are all staple ami the mar kets therefor are most accessible. The settler finds himself exposed to none of the perils of frontier life; to none of the destructive phenomena of na ture, as plagues of insects, fires or storms; to nono of the discomforts and inconveniences that they must experience who venture beyond tlie bounds of civilization. With ali those unquestioned facts it may seem incredible that the South has rolled over the country to settle in Dakota and Manitoba. Nevertheless, there arc reasons sound and sufficient to account for this. It lias been only too common to represent the South ern climate as fatal to health, the Southern people as disorderly, social and political, one undesirable for the stranger. Absurd as these char ges have been, they have been but too sadly potent for ill, snd the slan der of the carpet-bagger has wounded what his rapacity sivired. It is well, therefore, that men who know where of they si>cuk, wdiose position an i record afford amide guarantees for their integrity, whose interest in the w >rk ttiev have undertaken is that of the patriot and phianthropist, not of tlie shark uiul speculator, should be found conducting such enterprises as these,hastening the return of popu lation, order and wealt h to the South. Every white colonist whom the South can now attract will not only be an essential factor in hastening the re turn of prosperity, both local and national, but will exercise a powerful influence for good on the political and social destinies of the country. Happy are they whose lot it is in these days -that, too, without suffer ing or loss - to contribute to the re building of a nation’s prosperity, the overthrow of anarchy and corruption, the restoration of order and good government, and the return of fra ternal feeling! -V. T. World. The Times lias, from its inception, determined to do all in its power to disabuse the minds of foreigners of tlreir prejudices against coming to the South. We would lie glad to publish statements from any of our foreign-born citizens regarding the salubrity of our climate. We believe that Georgia is as healthy as any State in the Union, and know that statistics prove that Columbus is the healthiest city in Georgia. No city in all the Southern States has such unlimited water pow er, and our cotton factories are infe rior to none in the South. Help us to make those things known and immigrants will come here. Two recommendations from the New Orleans Exchange having an important bearing towards the sim pliHeation and expedition of inter national transactions in cotton were acted upon. The first. Is that efforts be made to secure the adoption of uniform standards of classification in foreign markets, and that all sales of cotton made in Europe by mem bers of tlie exchanges be made under the American system of classification. Under the second provision was made for tlie establishment in Liverpool of of a board of arbitration, to be com posed of salaried experts, for the set tlement of all controversies arising out of sales made from American ports. The satisfaction given to merchants by the Court of Arbitra tion instituted and supported by the New York Chamber of Commerce, is certainly an omen favorable to the success of the proposed board of cot tor arbitrators. And as there is prob ably no (•mmodity, except gold and silver, which has a more permanent or cosruojioliuin value than cotton has, the adoption of a uniform stand ard of classification for cotton seems only second in imjmrtanee to the adoption of nu international system of coinage and of weights and meas ures.— New York World. The Savannah Saw* says: The Cotton States Congress, recently in session at Kuleigb. N. C., resolved in favor of more greenbacks and less bonds; for the substitution of the National Bank notes by legal tenders, and generall v declared for measures in behalf of the people vs. moneyed power. This cotton-growing Con gross, remarks the Cincinnati Kn i/now, represents the views of those who raise more than half of the ex ports of tlie country to foreign na tions, They are the customers the great customers of the East and the West. They speak the views of tli■ • Grangers. They will be heeded. They are not a political body. Their meeting was not held for any poli - leal purpose. Its only busirie s was to look after the interests of one of the greatest of all the departments of American agricultural industry. Its declarations therefore, cannot but have great weight and influence. The commercial and manufacturing North, sympathize with anything that aids that from which Its pros perity is largely derived. The cotton raising interest is for more money. Ho is the cotton manufacturing inter est. The workers in iron are all thafway. Ho are the woolen manu facturers; so are the farmers; so are the commercial classes ; so is every body except the national banker, the usurer, and those who have fixed incomes. G. A.
