ALMANAC LAW—A PRETTY STATE OF AF FAIRS. The St. Louis Republican vouches, editorially, for the truth of tho fol lowing : Capt. W , a large planter on the Yazoo river, was arrested for shoot ing at aud slightly wounding a negro who came to his frontdoor and called him a damned liar. The ease was brought before a negro justico. Capt. W pleaded guilty, and was fined SSOO ana sentenced to three years in tho penitentiary. Abounded at tire severity of the punishment, lie took the justice one side, treated him, and asked fora new trial by a negro jury. In utter defiance of all tho forms of law, this was granted. Meantime the prisoner 9ent to his plantation for a dozen of his negro hands, and had them examined in the new trial to prove he was a good friend of the colored brother. In addition to this, ho provided a plentiful supply of whiskey for the use of tlre judge, jury and witnesses, and under these aus pices things went smoothly and tri umphantly toward their shameful conclusion. The prisoner argued his own case, quoting law fluently from a couple of old almanacs. Asa sum pie of his citation of authorities, read the following: “And now, gentle men,” continued the captain, “here is another law which I w ill read to you. (picking up one of the Ilostet ter Bitters almanacs) i>age 21, act of 1874: “Be it enacted, etc., that if any person who is a laborer for said Capt. W. shall, without provocation, insult him by use of words wliieh are calcu ted to lead to a breach of t lit* peace or otherwise, then said Capt. \V. shall be for resenting the same by the use of any means within his pow er; and if said W. shall be arraigned upon any charge of assault uml but tery, atm the proof shows that the ease falls within the provisions of this act, then he shall be acquitted, and the party prosecuting be taxed with the cost.” In a moment tho jury returned a verdict acquitting the prisoner and taxed the informer with the costs, in accordance with the alumnae law. Many more instances of this same sort might be given, but enough has been said to show the true condition oj the State. Is it got time for the State government to do what Presi dent Grant and Attorney-General Pierrepont advise —strengthen them selves?
