Resolved. That this laxly tender to hi-
Honor Mayor Mcllhenny their sincere

ness, and that in parting we take this oc
casion to express our high appreciation oi
him as a man and ail officer.
Alderman Flournoy moved that tw.>
hundred copies of tho reports of the Com
mittees with the addresses of tlie Mayor
bo published. Carried.
Alderman Blanchard moved to adjourn.
Motion carried.
SPEECH FB.
Mr. Mcllhenny said in retiring:
Gentlemen of the City Council:
The term for wide l " wo were elec to I has
expired, and before separating as a Board
I will say to you that 1 am truly grateful
for your earnest co-operation, advice aud
courtesy unug my service iu tlie Conn
ell as Alderman ami Mayor. 1 have sal
with many Boards, and can say w.tlioui
any disparagement to our predecessors,
that none of them were superior to tlie one
1 now address, for zeal and promoting tlie
welfare oi the city, and for the prompt
ness with which every duty lias been at
tended to. Your oeouomy aud rigid ad
herence to the determination sot out with
to make tho incomes cover the expenses,
has enabled the city through the most
trying yoar of our experience to meet eve
ry obligation, discharge a part of the
lloatiug debt, and the $25,000 of our funded
debt due last year. If the liquidation ol
the bonded debt ut this rate, can be kept
up for u few yours, tho burden of taxation,
which is now heavy, will tie greatly les
sened. It is well known to the Council
aud to tho public, that it is I lie payment
oi tlie principal und interest of this debt,
that absorbs their taxes.
It is unnecessary for me to make any
report of our business of tlie post year.
Reports of the Committees ami Treasurer
are so full, covering every detail, that
were Ito do so, I could only repeat what
has already been said and published.
These reports I will say, however, allowed
that in obedience to the necessities of the
times, and tho dictates of prude ice, the
expenses of every department of the Citj
Government have been reduced. It is true
we might have made greater reductions,
but made what wo thought necessary tor
the times, lielieving (hat all reforms to lie
lasting ought not to lie too sweeping, lur
gradual, thereby producing as little fr.e
tion as possible.
I take pleasure in calling attention to a
matter that is not connected witli the
business of any of tlie committees, but oi
great importance to the city of Colum
bus—that is the improvement of the navi
gation of our river, which is steadily pro
gressing under the management of Maj.
Oladowsky. The navigation of this impor
tant avenue of trade lias been greatly im
proved by the work already done—,and
wo have good reasons for believing, that
Congress will continue to make appropri
ations until the work begun is completed
and the river made navigable the year
round.
In retiring from the office of Mayor I
I desire to bear testiimony to the fidelity,
capacity and cheerfulness with which ev
ery officer of the Council basdischargedhis
duty, and to my fellow citizens I return
my grateful thanks for tlie honor so often
conferred upon me. If my course has
met with their approval, I will feel fully
repaid for the offorts I have made to serve
them.
Mayor elect Samuel B. Cleghorn having
been sworn in by Mayor Mellheuny, pro
ceeded to swear into office the new
B-iard. After this was done ho made tue
following remarks:
We have fallen upon evil times—tho
matter does not require argument, and
there is but one thing to do, but one idea
to be strictly adhered to in vour acts and
deliberations—that is ee.n any in ail d
partmeutsof the city government. Salaries
must be retrenched an l (salaries cut
down. Provisions aro not dear, and la
bor must be cheap.
It is not a popular tfina I know, but duty
bids mo urtf upon you its necessity to
meet tho inevitable shrinkage in your rev
enue. Bha|>e your legislature so as to en
emira#ethe buiMin/ of nmnufactories of
all kinds. One trade encourages and ne
cessitates another, and by exempting
from taxation for ten vearsnew factories,
millions of wealth, that now roll unbri
dled to the gulf. will turn tho wheels of
industr*, 'hat will tfivo employment t>

To The Public.
On October 13th was issued a small
hauti-bUI ovc* the names of several Colum
bus houses, among them that of the un
dersigutHl. It contained a simple offer to
sell goods five per eent. lower limn those
bought under Grange contracts. To the
Chattahoochee Association of Grangers,
speaking through publishei in
the Daily L imes tff loth hist., over the
hand of their secretary, a gentleman of the
highest character aud respecta* ility, the
card seems to have given offiuise.
The undersigned disclaim any intention
of “annoying the agents," and certainly
assume no attitude hostile b.) the “further
enlargement of theorgauiz itlou"of Grang
ers. The intention ist-imply to sell goods
in line of our bu-iness, and to collect the
money for those already sold. If the “gen
eral tone” of our card is “unfriendly to the
Order of Patrons,” in the sound thus pro
duced wo are simply unfortunate— not
malevolent. Of this we may. speak the
more plainly, in view of the fact that the
senior meudter of this firm is a prominent
Granger in his community.
We are very far from any fivlins; inim

are none the less worthy, and we cannot
discriminate in Grantor's favor—having,
as wo do, one price for tho prince and tlie
peasant, for tlie individual and tho asso

In times past—in “the hour of need”—
the house of John McG .ugh it Cos., have
rendered as much assistnice as could tut
made available through many agents—
rendered it to Grangers a. well as others
We now simply call upon all—Grangers
included—to keep in mind that tlie day for
settlement has arrived, and when this
hoar of tribulation is upon ns, we will risk
the censure of a just public opinion in
seeking to apply and enforce the whole
some old maxim, that “one good turn de

M AUit.iTA, Ga., March 9. 1870.
Messrs. Hraetjield <fc Cb. ; .*
Gentlemen—You will please ship us an
other supply of your invaluable Female
Regulator, and forward Hill by mail. Wo
are happy to state that this remedy gives
better satisfaction than any article we
sell. We have been selling it since 1368,
and witnessed many remarkable cures by
it. Among others, there was a lady
friend of ours who was sallow and sickly
until she was twenty-six years old, when
she was married. Her husband lived two
years and died. She continued in bad
health; in fact, she has never been what
a woman ought to be. A lew months
after the death of her husband she saw
vour advertisement, and came to out
store and bought a bottle of your Regula
tor from us, and took it according to di
re-tions. It has cured her sound and
well, brought her regular monthly per,-
ods yin, and to-day she is a hearty, bloom
ing widow—with the use of but two !* il
tles of vour Regulator, costing her only
three dollars, when she hint tried several
physicians and s|ient a great ileal ol
money without anv Iwuetit. Wishing you
great success with .vour valuable ivtm*-
