Ordinary, Glynn County.
The Advertiser, in a spasmodic at
tempt to answer The Times’ unan
swerable questions, argues that it did
not make its reduced tax rate adver
tising offer while it was in possession
of the city printing hacause it was
then without competition. In other
words, what is right without compe
tion becomes wrong when the monop
oly ceases. The Advertiser’s logio is
as one-sided as its charity.
WE NEED IT.
The test vote on the city clock ques
tion at Thursday night’s council meet
ing revealed a stronger opposition to
the needed improvement than Tim
Times had anticipated. The Times,
nevertheless, again insists that there
ig no investment which the city could
now make that would be of more
benefit to the citizens generally. The
ample time which can be obtained for
the payment of the purchase money
would seem to avoid any financial dif
ficulty that may present itself, and
the end to be gained fully justifies t he
expenditure. Thk Times iiopes to
hear a favorable report from the
finance committee.
REFORMER MATTHEA'S-
W. 11. Matthews, the local colored
republican leader, is the latest munic
ipal reformer to manifest himself in
the channels of public thought. Mat
thews made his debut in bis new role
by means of a petition presented to the
city council on Thursday night, in
which lie sought to impress upon the
city fat tiers the urgent need of abol
ishing tlie present mode of collecting
street tax.
Matthews objects to the annual
round of the collector, who is dele
gated to realize from ca di able-bodied
male citizen a consideration of $2 as
partial compensation for the wear and
tear of ths sidewalks and for the per
ipatetic privileges which he enjoys as
a dweller in this favored town. lie
asserts that such process annually de
populates Brunswick of its best col
ored citizens, thereby working great
injury to the trade and general busi
ness of the city.
The public will not coincide with
R‘former Matthews’ conclusion that
the “best colored citizen's” can be com
pelled to leave home and friends for a
small matter of $2. The public will,
however, readily agree that the only-
persons who feel inclined to “sneak”
when the street tax round begins are
the “floaters” whose innate nature it
is to resist the payment of anything.
The petitioner suggested as a sub
stitute for the present method that the
property owners pay the street tax and
run the risk of collecting it from their
tenants. The property owners wou and.
of course, willingly assent to this im
position.
Reforuur Matthews' great plan was
tabled by council, as it should have
been. The Times presumes, however,
that the “Pas en Passant” column is
open to its further exploitation.
A BLOW AT ENLIGHTENMENT.
The American Newspaper Publish
ers Association, at its annual meeting
in New Y r ork on February 17, 1897,
appointed a special committee to se
cure tne admission of ground wood
(pulp) free of duty.
The ways and means committee paid
no attention to the newspaper pub
lishers. The duty on pulp was in
creased from an advalorem tax of 10
percent., or about $1 per ton to a spe
cifl ) duty of.l-12 of a cent per pound,
or $1.66 per ton. This increases the
cost of paper 60 cents per ton.
The worst feature of this increased
duty on pulp is its effect upon tlie Ca
nadian government, which threatens
to retaliate by placing an export duty
of $3 per cord ou logs, thereby adding
about 12 cents per 100 lbs to the cost
of white paper.
The publishers have issued a circu
lar containing telling points upon this
blow at popular enlightenment.
Among other things, the circular says :
“The tax is obj'ectionable because it
checks the importation of a raw mate
rial for American manufacturers.
“It is detrimental to popular educa
tion and is an oppressive obstacle in
the way of a spread of knowledge. It
tends to stop cheap books and cheap
newspapers. Newspapers are the peo
ple’s schools and the people’s library.
Through them the people are brought
into touch with the best thought of
the foremost leaders in science, philo
sophy, politics and religion. Congress
should not levy an unjust or extor
tionate tribute on such educational
work. The question has nothing
whatever to do with protection on one
hand or free trade on the other. To
make newspapers artificially dear is
wantonly to restrict the number of
readers and so increase the sum of ig
norance.
“A MARVEL.”
Some of the Georgia papers came out
this week decorated in all the colors of
the Easter rainbow. The Brunswick
Times was a marvel of beauty.—Tatt
nall Journal.
The old story of Prometheus is a
parable. Prometheus was on terms of
intimacy with the gods. From them he
stole fire, and gave it to men. For this
sin he was bound to tbe rocks of Mount
Cauoassus, and vultures were set upon
