VICTORIES FOR CUBA.
The New York Journal takes a very
hopeful view of Hie Cuban situation,
but ilie view is fully sustained by the
recent news from the island. The peo
ple of this country, who have not al
lowed exciting events at home to di
minish their sympathy for the Cuban
cause, will almost unanimously echo
the sentiments of the Journal as ex
pressed below :
Victories everywhere for the gallant
army of the republic of Cuba—General
Garcia at Victoria las Tunas, General
Gomez at l’lacetas and General Acosta
at the verv gates of Havana. The
thunder of the patriot artillery is mu
sic in the ears of all liberty loving
men and women. One Spanish strong
hold after another has fallen in the
onward sweep of the Cuban forces.
Spain is bankrupt; her leaders are
demoralized and divided; her bloody
Hag droops in defeat. Now is the
time for the government of the I'm ted
States to raise its voice in behalf of
civilization, humanity and liberty.
Congress and the people will stand by
the president.
THE SEA ISLAND PLAN.
The sea island penal colony idea is
growing. It may yet be adopted.
Several sites have been suggested.
The two which have been most agi
tated are Sapelo island, suggested by
Mr. Joseph Manrfield, of Darien, and
Ossabaw island, proposed by Mr.
Roustoun Harper, of the Rome Tri
bune, who is interested in the prop
erty,
Ossabaw island is just below Ossa
baw sound at tbe mouth of the Ogee
chee river, about 25 miles below Sa
vannah, and contains about 30,000
acres.
Sapelo island is at the mouth of
Sapelo river at Sapelo sound, about 50
miles south of Savannah, and contains
about the same amount of land as Oss
abaw.
Sapelo island is owned by the Spald
ing heirs,and is said to be held at
$175,000. Ossabaw is the property of
Colonel O. M. Harper, of Rome, but
no price has been stated.
Besides these two places inland
places have been mentioned. One, a
body of rich farming land on the Flint
river, and another in Camden county.

would also make acceptable sites,
The penitentiary committee is now
considering the various offers and
awaiting a message from the governor.
MR. MORGAN’S SCHEME.
Mr. J. I’ierpont Morgan is the most
successful railroad bagger of the age.
If he keeps up his present rate for a
tew years longer there will not be a
mile of railroad in the south over
which the big monopolist will not
have control.
The latest acquisition of Mr. Mor
gan is the Central of .Georgia, with
which, it is said, the capitalist intends
to work a great scheme. It is stated,
in the following manner in a news
dispatch :
Its (the Central’s) chief competitor
is the Southern railway, controlled
by J. Pierpont Morgan & Cos. The
Southern railway has Brunswick, Ua.,
for its seaport and connects there with
the Mallory steamship company for
New York. The Central railroad with
Savannah as its port and the Ocean
Steamship company as its waterline,
is tbe chief competitor of tbe South
ern railway in this territory. There
fore, in gaining control of the Central
system, Morgan can run it as he
chooses and wreck the property if he
desires in order to give the Southern
railway full sway in that field. This
was what happened to the Central
once before when Morgan, through the
old Richmond Terminal company, had
it in his power.
Mr. Morgan, whatever may be his
plans and purposes, has certainly been
very anxious to secure control of the
Central system. He has been work
ing for it a long time, and now that
be lias won we will probably soon
learn the object of his control.
Of interest in this connection is the
current newspaper story that Mor
gan’s real purpose in getting control
of so many railroads is to make a big
addition to his fortune out of electric
equipments. Morgan controls the
General Electric c unpany, and, it is
reported, will have all his roads
equipped with electric motive power.
The story says that he will mate the

If by acquiring control of the Cen
tral Mr. Morgan’s intention is to
wreck it for the benefit of the ts.mtli
ern, Brunswick can Keep her eyes
open for big results.
Tun Call saj s it published the vehi
cle ordinance “so as everybody can
read it.” Tiik Times readers, who in
clude all the Intelligent people in the
city, had ihe pleasure of reading the
vehicle ordinance on July 13, when it
was lirst Introduced, and again about
two weeks ago, when it was passed.
