WHEELER DISPLACED
BY GENERAL OTIS
General Impression is That the
Old Veteran Was Frozen
Out
OF ACTIVE SERVICE IN PHILLIPINES
N'iw Claimed That H- Has Porfeited His
Seat in Congress and Must Be Re
elected Before Serving Again.
New York, Jan. 18.—A special to the
Herald from Washington says.
“No doubt exists in the minds of
the frienJs of Gen. Joseph Wheeler
that his return from the Philippines,
in compliance with his own request,
is due to the failure of General Otis to
give him active service in the field. In
certain quarters, an effort is made to
attribute General Wheelei’s return to
inability to standCthe climate and to
his age. In refutation of the former,
his friends point to a statement he
made after visiting the American
lines—'‘the impression that the coun
try Is unhealthy is wrong.’ Rgard
ing his age, it is pointed out that he
is oily about a" gear older than Gen
eral Otis. The orders to General
Wheeler to return were oabled about
Must be Re-s'eett'd.
New York, Jan. 18.—A speoia) to
rbo,Tluij!.Jtopin Washington says:
“H General Wheeler expects to re
turntft-WwsMergtob to take a seat in
stlMjress Without further formality, it
(is if he would meet with disap
pointment. Inquiry has been (made
since ,4118 announcement that he had
been rsljesred from further duty in the
Philippines, and it is fouDd that there
is very general agreement on both
sides of the house that it has been
clearly shown, by the examination of
the case of Dow aod other precedents,
that he lias forfeited his right to a seat
in congress, and that the only thing
open to him ii to go back to his dis
trict and seek re-elect ion, uX* vires
to continue sei vice in conga ess.
“No doubt is entertained that, if he
tf.V
seeks re-election at a speoial tie)
( 8"
to fill the vacancy, he will be returned
to congreee, perhaps without opposi
tion; but it will be held by the bouse,
according to tbe best authorities in
both parties, that the seat is uctv va
cant, and will remain so until a spe -
cial election has been held. \
“dome of bis friends in the house
hope that he may be iuduoed not to
make claim to the seat, but to go at
once before his peop'e for re-election.
They think he would win greater dis
tinction by this course, and, if re
eleoted, he would beentilled to pay
for the entire term from March fih,
last, as any one eleoted to Mil the va
cancy would be.”
