We cannot better maintain' the honor and glory of our flag than by insisting that it shall ever be the symbol of liberty to all eyes that look upon it. 1' do not believe that the congress of the Uuited Slates has auy power not derived from the oons'itu t.ion, and I abhor the proposition that the ooogress can exercise an arbitrary and unrestrained power anywhere is was insisted upon in the enactment of the late I’orto Rican legislation. To oonoede this proposition, is to destroy oonstitotionsl government, 1 view with uoocnoeslkd alarm the fsot that imperialism and its twin evil mili tarism, have found even g: partial lodgment lo the free soil of America, and all thoughtful patriots must agree that the time to rid themselves of them is now in thslr iDcipienoy and before they have takon firm root and have fastened themselves upon ue. ~ The rapid enuroaohiuent upon the rights of tbs individual by the trusts and monopliesof the country demands legislative aotion curhingand restrain in them, or e’ts competition and indi vidual energy and effort will become things of the past. There should ever be held over them a power superior to thmra and a means by which that power may he h gaily and justly en forced . 1 am supposed to vesting this power exclusively in the Federal Government, The power of the State ■ri its own domain should be supieme over every domeslio institution en gaged in purely domestic oommerce therein, while (he Federal G.vern ment should be supreme only in mat-, ters of inter-state oommerce.
