Chinese Minister Reticent.
Washington, August 8. —The Chinese minister went to the state department this
morning to hand a message from his government which he intimated had some
bearing upon an imperial edict of August 2, in regard to foreigners leaving Pekin.
Minister Wu said today he presumed the Conger message received last night was in
reply to the message which he forwarded to the American minister from Secretary Hay.
Concerning contents of Conger’s message he was inclined to refrain from talking. He
said the attitude of his government had not changed and that it was his firm belief that
war would not be declared by China against the allied forces.

supplies, including such articles as
sheets, and asking that she be allowed
800 sheets for emergency distribu

,Seoretary Root referred Miss Chan

■ 9
Ministers Had Better Htay
in Pekin.
Washington, Aug. B.—The state
department concurs witb Minister
Conger in tbe belief that an effort to
leave Pekin would mean certain death
Tbe message received last night was
in department cipher undated, like
tbe previous despatch, but from evi.

gust 2nd.
It is dated by tbe tel g-ap hcom
pany as havir g been put on the wires
at Tien Tsin, eighty miles from Pe
kin on August 7th.
It it believed here that the message
is genuine and it settles all doubt as to
tbe safety of the minister. Mr, Con

as they have provisions or until res
