Washington, Aug. 9.—A despatch was sent last night to the Chinese government, through Minister Wu. The despatch states that the Chinese government nas been persuading in mates of the legations to leave for Tien Tain, but the foreigners de clined to start. It seems to be the general opinion of those besieged that the government wanted them to make a move to Tien Tsin under an “escort” and that they would all have been murdered, then the Chinese would have claimed that mobs did it. The legations are going to remain until the relief column arrives. Minister Conger leads in the opin ion that it is best not to trust the Chinese government and as long as food lasts there Is no doubt about re maining in the legation and tru ting to the allied army for relief.
