A SEW CHAPTER in the Treasury. Card from r Mr. N. D. Russell. %oine Light On the City Method of Ac- T t§ counting. To thb Public -As it has been re marked to me that, saying examined •TREASURER HARVEY’S BOOKS so loan, it was curioas that an account an'.of my experiencedidn’t discover the state of affairs in the treasury depart ment, I beg to submit the following at to my relation with that department: la 1894 or '95 I was appointed by Mr. A. H. Lane, chairman of the Finance „ Committee, to examine theTREASUR ER’S BOOKS. I took up the work where Mr. J. E. dußignon, who was in council, and had been doing it “gratis,” left it cff. I checked what any other examlier would, viz: The books in the TREASURER’S office and the vouchers -he submitted to me. Now, since when was discovered the art of checking what is NOT ENTERED? Anybody who has rati experience will kindly iutorm me imp it La done. It's a brand oew idea on pt. In prosecution of the work the errors I found were duly corrected on the face of the records, t .Hying the bala: if* called for with a count of the cash. The City Ctera’s books and the City M >’■ ml’s books I nefir had anything to < do w.th, or was expected or asked to in vestigate, and in- evidence of this, when marshal tendered his re *P° r to his resignation, the minutes of ektsacjl report “it was refer red to the Finance Committee,” but it never was submitted to me nor a word mentioned to me concerning it. At va rious times I would find entries on the Treaefirer’s books of receipt* of sums received fr>m the City Marshal and from Rills discounted ALWAYS ac companied by A VOUCHER from the , jpLERK’S office. Now, what IS curi ous is this. At the end of the city’s fis cal year there was an itemized report by the Treasurer and submitted to LAftcr He Comes HLc has a hard enough time. This, in turn, was referred to the Finance Committee then to myself for recheck ing. When done, this report was hand ed back to the chairman of the Finance Committee and then to the Clerk, who SHOULD HAVE KNOWN if his records were correctly kept; of any and screpancy AT ONCE in the Treasurer’s statement, as it should agree with his books, the Clerk being, in fact, the city's bookkeeper, the Treasur er, the Cashier.
