Whereas, the general assembly of 1899 passed by a constitutional majority ihe following act towit: ’•An act to amend sect’on 1, article 7, para graph 1. of the constitution of Georgia, so as to extend the provisions of said section, article and paragraph to the widows of confederaie soldiers, who, by reason of age and poverty, or infirmity and poverty, or blindness aud pover ty, are unable to proiide a living for them selves, aud for other purposes.” Sec. 1. Be it enacted by tho general assem bly of Georgia, and it is hereby enacted by u thority of the same, that section 1, article 7. paragraph 1, of the constitution of Georgia, be and the same is hereby amended by inserting after the word “service” in the 18th line, the following words: u or who, by reason of age aud poverty, or iuflrmity and poverty or blind ness and poverty, are unable to earn a living for themselve ,” so that said sect on when so amended, will read as follows, towit : “To sup ply the soldiers who lost a limb, or limbs iu the military sorvice of the confederate states, with substantial artificial limbs during lifoj ftnd to make auiiabie provisions for sucu cooiederaie soldiers as may have been otherwise dbabied" or permanently injured in such service; or w ho may, by reason of age and poveixy, or .infirmity and poverty, or Diinduesa and povortkari un able to provide a living for thcmaelveaf and for the widow* of tuchconfederate soldiiyrs as mav nave died in the service of tho confederate states, orsinco, from wounds received therein, or disease contracted in tho service, or who by reraqnefngo and poverty, or infirmity and poverty, or bliuanoss and poverty, are unab'e to provide a living for themselves; provided that the act shall only apply to such widows as were married at the time of such service, and have remained unmarried since the death of such soldier huadaud.” Sec. 2.
