And to that end they are hereby authorized to plant, erect and main tain all necessary poles and iay and stretch ell such wires and material*,or appliances necessary to the delivery or furnishing of light and power by elec tricity, from the electric plant or plants of said licenses, to the said City or In habitants thereof, or other-people,over and upon any and all of the streets, al leys, sidewalks, squares and green ol said city, either under ground or above ground, or both as the said licences* may desire. Section 10— Be it fnrther ordained, that the franchise and license granted to this ordinance, is subject to the right and power of the city government to the grantees,their associates, sue cessors and (saigas in ltks manner, as other parlies or oitizens to pay ths usual and proportionate share of the cost of paving any street, alley, sidewalk, green or other highway used by said grantees, their associates, successors and assigns in the operation of said railroad.
