money which is to bo spent. They- <

here in the First district, with a lit- •
tie of the needful to back him. But ,
this step has not yet been fully de- ;
cided upon.

should have enteied into a conspiracy
to compel the multitudes of this city
to walk, instead of ride upon our
rushing cars, faintly [suggests to us
the jiower of organized labor. That
the gentlemen and the mules were
unable to suggest a sutlicient reason
for their employers surrendering
their business to them, or that the
parties aforesaid were unable to cre
ate a frightful paralysis of the bus
iness of this city, furnishes a striking
illustration of the beauties of the
law of supply ami demand. The

If the people of Louisiana alone
were interested in the effects of this
lottery which takes its name and lias
its legal habitat within her territory,
no other motive than a sense of en
lightened morality might justify out
side interference. But when it is
shown that the annual revenues of
the company are twenty million dol
lars and that ninety three per cent
of this is derived from the patronage
of those residing outside of the state
of Louisiana, ths people of every
state in the union become interested
in suppressing that which consumes
so laige a part of the capital.
The anti lottery league prays that
an amendment to the constitution
may be adopted prohibiting the gran
ting of charters to lottery compan
ies. This remedy seeds to be cumber
some in the light of the existence of
an easier remedy. The prohibition
of the use of the mails for the pur
pose of transacting its business
would place a quietus upon the Loe.i
dana octo, us. The express compan
ies and telegraph companies, being
the subject of interstate commerce
regulations, could also be prohibited
from lending their aid.
The question now arises whether
the United (States government will
permit its people to be swindled out
of twenty million dollars annually
by the use of the mails for fraudu
lent purposes, or by permitting a na
tional bank to be used as a cloak be
hind which a bunco game can be
played. The people will look to con
gross for relief in this matter with
the same exactness of accountability
with which relief from tariff robbery
would be required.
The adverse sentiment which has
been aroused over the bungling ex
ecution of Kemmler by electricity is
likely to result in one of two things:
Either hanging will be restored, and
a professional hangman will be en
gaged, as is done in England, where ,
shocking exhibitions attending ex '
ecutions never occur, or the death
penalty will fie abolished entirely.
This latter course might possibly be
tin wisest, provided the constitution
were so changed as to deprive the
governor of Ins pardoning power in
cases of murder. Upon economic
grounds the worst disposition which ;

In Perry County, Kentucky, no
court has heretofore been held for
two years, the judge being afraid of
assassination in case be entered the
county. The present session is being
held in a tent, and the court is
guarded by three companies of mil
itia which have been called out by
the governor for the purpose of pro
tecting the dignity of the court and i
the person of the judge. Perry
county is one of the few republican
counties of Kentucky, and its en
lightened population is charged with j
all manner of crimes, of which mur
der and moonshining stand conspie ■
I uously upon the calendar. -

trouble to vote. The people would'
be glad to lead, in the procedings

ter. So far ns any light Ims been

money spent. The people would
really appreciate it if the Board of
Aiderman would take them a little
| more into their confidence.
