their homes there. This occasional
increase of 5,500 per cent, in the
population of a western town merely
serves to prevent our thriving cities
of the south from growing too con
ceited. We must be willing to con
cede a little prosperity to our wes
tern friends.
The present season has been a
most remarkable one in reference to
the number, violence and increased
area of cyclonic disturbances. Por
tions of New England and of the
Middle states have suffered during
the present summer where such as
flictions had hitherto been unknown

lieved to have caused the loss of
twenty lives, besides much destruc

these recent occurrences, the confi

Ihe Pinkerton detective agency,
located nt Chicago, is no doubt a
useful public servant, whilst follow
ing its legitimate business of catch
ing thieves and other law breakers.
But its business bus developed in an
other line, which has some danger
ous tendencies, unless it is speedily
curbed by proper legislation.
In several of the states of ti.e
north and west the right of an indi
vidual is recognized to hire a band
of lawless mercenaries, who under
the plea of protection of lift} and pro
perty, are licenc’d to commit greit
wrongs themselves. It lias become
the custom upon the part of railroad
companies, at the first difference
with their employes, to call upon
Pinkerton to furnish that, which tin
dvr the guise of detective protection
is in reality an armed soldiery whose
services are paid for by the compan
ies employing them and who hold
themselves responsible to no other,
authority.
Such a state of affairs is an evi ,
deuce of the srreed of corporate pow
er, which not content with standing
upon an equal footing with the rest
of the community, seeks peculiar
privileges of protection, us it does in
.J] things else. It is dangerous for
a state to entrust to another the task
of enforcing its laws. The property
of corporations should be prelected,
but this duty should be performed
by the public officers and by them
alone.
Aside from the expediency which
should repress such a delegated pow
er in the hands of an individual, a
proper sense of self respect should
prevent a state from making such n
tacit confession of its inability to
protect its citizens as is involved in
the granting of this power to anoth
er. I ndersuch a power as is now
exercised by many corporations,
their employes have the right to
shoot and kill without responsibility
to the law. Should the striker
kill, he is neld to be guilty of mur
der.
With the increase of wealth and
population, the time will come in the
southern states when all of these
questions that are now vexing the
people of the north will have to be
faced by us. Let us hope that before
that era arrives the question of the
status of corporations, in all of their
bcmings, may have been fully sit-
I tied.
The attention of the rival can
didates for Governor of South Caro
lina is called to the charming ameni
ties which exist in England. A
■ gentleman, in that country who has
■ recently been defeated for I’arliment
I lias given a magnificent banquet in
I London to his successful opponent.
The public observes with regret the
absence of that historic suggestion
which is attributed to the Govenor
of North Carolina in his intercourse
with his neighbor the Govenor of
South Carolina. It is not probable,
however, that the successful eandi
date for Govenor of South Carolina
will invite his opponent to a ban
quet, unless it should be an early
breakfast at which is served pistols
and coffee for two.
The’constitutional convention of
Mississippi, now iu session, is wrest
ling with some important questions.
The question of the establishment
of an educational and a property
qualitication for suffrage is under
discussion. The number of illiter
ates in the state, under such a quali
fication, would greatly reduce the re
presentation of the state in congress.
Otherwise, the adoption of such a
measure would be very desirable.
The convict, question is also one that
is causing trouble. It seems difficult
to devise 'any plan by which the
state can retain control of her con
victs and at the same time engage
them in self supporting enyiloyment
without coming in conflict with the
organized protest of honest labor.
