Glynn residents to
get test call
The Brunswick-Glynn County
Emergency Management Agency will
conduct a test of the emergency auto
mated telephone notification system on
Thursday, July 31, 2008. The system,
better known as CodeRED, was imple
mented on August 1, 2007.
At that time, minutes were pur
chased for use in case of an emergency.
According to the agreement, any min
utes not used in during the contract
period are lost and do not carry over to
the next year. On the eve of its anni
versary with CodeRED, the JPSCD
Oversight Committee has decided to
put the unused minutes to work by
giving residents a test call. To date, the
system contains approximately 33,000
phone numbers for Glynn County.
“We thought this would be a good
time to give the system a trial run” said
Charlie Stewart, County Administra
tor. “We are in the midst of hurricane
season and this will be valuable prac
tice for everyone involved. Since we
would lose the minutes anyway, we’ve
decided to record a 15 second message
that would reach all registered users
via telephone.”
The system uses the same concept
as Reverse 911, calling citizens in a
designated area or county-wide to alert
them of emergency situations (missing
children, hazardous materials, evacua
tion notices and routes, etc.). The tele
phone notification system is capable
of dialing 50,000 phone numbers per
horn'. It then delivers a recorded mes
sage to a live person or an answering
machine, making three attempts to
connect to any number.
The message citizens receive will
read as follows:
This is a Glynn County Emergency
Management Agency Test of the Code
Red Emergency Message System, this
31st day of July, 4 p.m. This is only a
test. Please do not call. In the event of
an actual emergency, additional infor
mation would follow. Thank you.
To register unlisted and cell phone
numbers, residents must go to the
Glynn County website at www.
glynncounty.org under the Emergency
Management Agency section. The sys
tem will then call both the primary and
secondary numbers listed in the regis
try. If citizens choose not to submit an
alternate number, they will automati
cally be called on their home phone
line. Only local phone numbers will be
accepted for the County’s CodeRED
system.

Unemployment rate
rises in June
The Georgia Department of Labor
reports that the unemployment rate
in the metro Brunswick area rose to
a preliminary 5.0% in June, up three-
tenths of one percent from a revised
4.7% in May.
The Coastal Georgia area rose to
a preliminary 5.3% in June, up four-
tenths of one percent from a revised
4.9% in May.
Meanwhile, the state’s seasonally
adjusted unemployment rate was
unchanged at 5.7% from May to June,
but it was up 1.3% from 4.4% in June
of 2007. The current adjusted state
rate, which is two-tenths of one percent
higher than the U.S. seasonally-adjust
ed rate of 5.5%, continued to top the
national rate for the past five months.
Preliminary unadjusted data from
May to June show Georgia lost 21,900
payroll jobs, a decrease of one-half
of one percent. The job losses came

GETTING A MORTGAGE
With lending institutions currently very much in the news, it’s
probably a good idea to learn the process of getting pre-approved for a
mortgage. Pre-approval is a more formal procedure than getting pre
qualified for a loan.
Pre-approval begins with filling out a formal loan application. This
will include your credit history; employment; and source of down
payment funds. Pre-approval can guarantee your loan; but it is not a
mortgage contract.
You do not get a mortgage until your lender has an opportunity to
appraise your selected property and then, completes a title search. These
are the steps that occur after your offer to buy a property is accepted.
Remember, also, that when you formally apply for a mortgage, certain
facts may have to be re-checked. This usually depends on how much
time has passed since pre-approval. You may think, why bother to get
pre-approved? It could mean you are allowed to lock in an interest rate
for a period of time. Even though rates go up, you get the rate you’ve
locked in.
More important, you may be better able to bargain with a seller. When
sellers receive an offer from a pre-approved buyer, they know that person
can secure a loan.

GA DNR/CRD resolves violation
against McIntosh developers
The Georgia DNR/Coastal Resourc
es Division (CRD) has resolved a viola
tion of the Coastal Marshlands Pro
tection Act against the developers of
Waterfront Paradise, LLC. Developers
Anthony D. Silva and Joseph Soares
agreed to restore tidally influenced
wetlands destroyed when they failed to
obtain the proper authorization from
the GA DNR before clearing prop
erty located along Young Man Road in
McIntosh County, Ga.
Beginning in March 2007, local
contractors working for the developer
cleared, filled and graded salt marsh
adjacent to their property on Young
Man Road. This action obstructed a
tidal creek, which is a violation of the
Coastal Marshlands Protection Act.
Additionally, the developers were cited
with multiple violations to the Marsh
Act, including failing to obtain a salt
marsh delineation prior to construc
tion, unauthorized dredging and filling
of jurisdictional wetlands, altering tidal
water bottoms and operating heavy
equipment in the marsh.
As part of the resolution of the vio
lation, the developers agreed to com
pletely restore all affected areas and
remove unauthorized fill and struc
tures on the property. In addition, the
developers will pay a $40,000 fine and
obtain a $250,000 Performance Bond.
The developers must also submit a
construction, trade, and services.

required to conduct monitoring surveys
of the site for three years to determine
the progress of the ground cover resto
ration and assure restoration of coastal
marshlands.
“Our salt marshes are highly valued
for the many functions they provide,”
said Susan Shipman, Director of CRD.
“The penalties and marsh restoration
requirements imposed on Waterfront
Paradise should send a strong signal
that the State does not and will not
condone violations of the public’s tide-
lands.”
Resolution of the violation required
the efforts of multiple state and federal
agencies working together. In inves
tigating this case, Coastal Resources
Division worked closely with the GA
DNR/Environmental Protection Divi
sion, the Georgia Forestry Commission
and the Army Corps of Engineers.
As a result of the violations, the
GA DNR/Environmental Protection
Division and the Army Corps of Engi
neers also brought enforcement actions
against the developers.
The Coastal Marshlands Protection
Act, as amended (O.C.G.A. §12-5-286)
provides, “no person shall remove, fill,
dredge, drain or otherwise alter any
marshlands or construct or locate any
structure on or over marshlands in this
state with the estuarine area thereof
with out first obtaining a permit from
the Committee.”
