Position reclassification approved by BOE
At its Monday, Dec. 15 meeting,
the Glynn Comity Board of Education
unanimously approved Superintendent
Dr. Michael Bull's recommendation to
reclassify as assistant superintendents
the administrative positions of chief
financial officer and executive director
of human resources.
The Glynn County School System,
which earns and receives funding from
the Georgia Department of Education
for six assistant superintendent posi
tions, previously had only two assistant
superintendents. With the reclassifica
tion, the district will have four.
"This does not mean we're add
ing two additional people," Bull said.
"We're simply reclassifying the titles of
two staff members, Dr. Margie Vama-
doe and Andrea Preston."
Vamadoe, who has served as the
executive director of human resourc
es since July 2007, is responsible for
ensuring that all positions in the school
system are filled by qualified and com
petent staff members. In addition to
her human resources duties, Vamadoe
oversees professional learning, SACS
accreditation, gifted and talented pro
grams, Partners In Education, lead
ership academies, community school
facility rentals and the Teacher of the
Year selection. With the reclassifica
tion, her salary will increase 2.7 per
cent to $114,500 and her new title will
be assistant superintendent for human
resources.
Andrea Preston, who has served as
chief financial officer since July 2004,
oversees the school system's $200 mil
lion budget, as well as budgets associat
ed with the Education Special Purpose
Local Option Sales Tax (ESPLOST) and
the new Golden Isles Career Academy.
Her responsibilities include business
development, internal audits, purchas
ing, fixed assets and records, federal
title and grant programs, and employ
ee benefits. Her salary will increase 3.1
percent to $114,500 and her new title
will be assistant superintendent for
finances.
Glynn Comity's two other assistant
superintendents are Michael Kemp,
assistant superintendent for student
achievement, and Howard Mann, assis
tant superintendent for operations. In
addition to overseeing all building and
facility operations, Mann is responsible
for ESPLOST construction manage
ment, facilities, warehouse, athletics,
transportation and zoning, food and
nutrition services, emergency manage
ment, school safety, school resource
officers, fund raising and field trips.
He will receive a 2.7 percent salary

increase to $117,500 and his title will
remain the same. Kemp did not receive
a salary adjustment.
Bull said that neither Mann nor Var-
nadoe had received any step increases
in salary since assuming their cur
rent positions. "The board of education
recently requested a comprehensive
salary survey that compared Glynn
County to similar school districts in
the state," he said. "The reclassifica
tions are consistent with the respon
sibilities and salaries of other school
system administrators in Georgia. The
professionalism of our staff is one of
the factors that enabled us to shed
SACS probation and begin to restore
the school system's status as an educa
tional leader in Georgia. It's important
that we retain and fairly compensate
the people that are making that hap
pen," Bull said. □
