THE HOUSE IS “STORMED”
Demonstration Was for Purpose of
Boosting Bill Which is Intended
to Establish Total Prohibition
in District of Columbia.
Temperance advocates, me thou
sand strong, marched through the
national capitol i’.’iur.uluy in support
of the bill intioduced by Representa
tive Webber of Ohio, to rid the Dis
trict of Columbia of the liquor traf
fic. Men, women and children, rep
resenting a score of total abstinence
i orders and the leading churches of
i the district, formed the procession
which’moved through the capitol for
more than two hours, while Repre
sentative Webber and oilier prohibi
tion advocates were speaking before
the house commit tee on the District
of Columbia in an effort to secure
a favorable report on the bill.
“Surrender’’ was the watchword of
the reformers, and many of them
pointed, to the great oil painting in
the rotunda representing the sur
! render of Cornwallis and
| and announcing confidently that right
j and justice always triumph.
Representative Webber was in
charge of the prohibition speakers
before the house committee, and Rob
ert Crain led the argument against
the Webber bill. In his opening
speech. Mr. Webber stated that li
quor is responsible for the condition
of 90 per cent of the persons in the
jail, workhouse and insane hospital of
the district, and after reviewing the
income from liquor licenses, explain
ed that it falls more than SBOO,CXM)
short every year of maintaining the
institutions which he said liquor
! makes necessary.
In support of his declaration that
' prohibition had been a failure where
ever it was tried, Mr. Crain quoted
from statements of Bishop Potter of
the Protestant Episcopal diocese of
New York. The mention of Bishop
Potter's name called forth derisive
laughter from the visiting temper
ance advocates in the committee |
room. Mr. Crain denounced the ac- i
’ tion of the prohibition delegation and I
l stated that Neal Dow, the Maine juc>-
I hibition leauvi, admitted the week be-
I fore his death that he had been on
• the wrong track all through his long
’ fight for prohibition.
“It's not true,’’ practically all Hie
white-ribboiners in the room exclaim
ed, jumping to their feet and repeat
ing their denials again and again.
Mr. Crain said the south was mis
taken in it§ movement for prohibition
and that the laws regulating liquor
selling in Tennessee and Kentucky
had been a failure.

This brought an emphatic denial from
Representative Sims of Tennessee, a
member of the house committee on
the District of Columbia, who said
the speaker had no knowledge of
what he was talking about, and de

Two-Cent Rate For Pennsylvania.

I ing 2 cents a mile as the maximum i
i rate for passenger railroad fares. The j
I bill now goes to the senate.
MILLINERS WILL FORM UNION.
A Weekly Wage Scale is Decided On
for “Art.”
The Milliners’ Union had its first
meeting in Chicago Thursday and
signalled its entrance into the labor
field by attempting to fix a wage
scale for ’’art.’ The foliowing weekly
wage scale was fixed:
Milliner apprentices (art students),
I $3; preparer (with a sense of the
! artistic), $8; trimmer (artists), sl2;
I milliners (full fledged), sls. The mil
j liners will apply for membership in
i the Chicago Federation of Labor.
