From the sale of theae stamp* 10
months of this year the total was >674,-
756, but of the cash sales, on purchases
made by litigants who sought to outlaw
the law, >4,699.69 is being held under
the technical order of .the court, and for
the two years the total cash held in es
crow amounts to a little more than 18,-
500. Then, there is more of it. Under
the order of the court a number of the
litlfiwntM were allowed to obtain the
stamps without payment by posting a
bond that they would pay upon final ad
judication of their injunction case. Under
the bonds >44,229.65 of the stamps have
been used this year, arid for the two
years a total of >118,785.05— 0r rather, for
mH of last year and 10 months of this
year.
It was estimated early In the year that
the stnmp tax fund this year would run,
for the full year, >750,000. The total for
10 months being >674,756, and the two
1 heavy months—including the holiday gift
season—yet to be included in the 1925
revenue. It looks that the estimate wa«
not too large.
All of this money now goes by law to
the payment of pensions, and by specifi
cation, to those pensions which have ac
cumulated and remained unpaid. It is
estimated, roundly, from the Pension
Commissioner's office that the accumu
lation for 1922, 1923 and 1924—covered by
the scrip bill, will amount to probably
>2,500,000. The payment of >25 in 1924
is charged in against those unpaid pen
sions, but the >4O to be distributed for
1925 Is not. Therefore, if the whole of
the available money could have been
paid to the pensioners from the stamps
this year, and to that be added the total
to be collected for 1926, which wtU be
at least >750.000, by the end of 1926 (®a
clufltve of the >25 payment last year)

old pensions for the three years, or more

The Legislature of 1920 provided for
an automatic increase of >25 a year until.
In 1924. the full pension payment should
be, as the law reads. >2OO a year, and that

nfter. The Legislature now appropriates
>1,300.000 with which to pay each pen
sioner >IOO a year: therefore, even if the
whole pension matter is cleared up, by the
scrip plan, either nt a regular session,
an extra session or by just going ahead
and issuing the scrip as it stands, the
next appropriation for pensions would
have to be increased >1,300.000 more than
the present appropriation—and that would
apply for 1926 and 1927. and In fact would
leave that much hang-over from 1925 (ex
clusive of whatever amount comes fro*"
ihe stamp tax). Therefore, no matter
what an extra fjesslon might do about
• tovldlng to pay off the serin—that pro
vision covers only the alleged accumula
tion for 1922. 1923 and 1924—there Ir still

If every citizen of Georgia who holds
the old Confederate soldier dear to hie
heart and wants to see the State of
Georgia pay the accumulated pensions
now due thorn, would assist In the en
forcement of this Cigar and Cigarette
Tax Stamp Law and report all violations,
it would not be long before the proceeds
of this Stamp Tax would be paving ell
pensions due the soldiers and their wid

made by the Legislature.
