The immediate past Editor-in-
Chief of THE CLUSTER shall re
main on the staff until the end of
the spring ' quarter following his
term of office in an advisory
rapacity.
ARTICLE IX
OTHER ORGANIZATIONS
Section 1. Class Organizations.
The freshman, sophomore, junior
and senior classes of Mercer Uni
versity shall be organized as sepa
rate class organizations. Officers of
each class shall be a President, a
Vice-President, a Secretary, and a
Treasurer. Class elections for soph
omore, junior and senior officers
for the next succeeding school year
•hall be held on the same day as
the student government elections,
and each candidate must qualify as
provided in Article X of this Con
stitution. The election of officers of
the freshman class shall be held
not earlier than three or later than
five weeks following the date of
Irishman registration, said date to
bt determined by the Freshman
Advisor. Only members of the re
flective clauses may vote for offi
cers of their class.
Section 2. Women's Student Gov
rrnment. (a) The Constitution of
the Women's Student Government
•hall be the governing regulation
for matters concerning women stu
dents. (b) The President of the
Women's Student Government shall
lerve as member of the Senate
Section 3. Law School Student
Government. The Constitution of
the Walter F. George School of
Law shall be the governing regula
tion for matters concerning only
law students.
Section 4. The Student Govern
ment recognizes all organizations
which are authorized by the admin
istration and functioning on this
rampus.
ARTICLE X
ELECTIONS AND
QUALIFICATIONS
Section 1. Time of Election. The

Government Association shall be

prior to the stated date. In the

No qualified candidate can be re
placed by another following the
day of qualifications.
(d) These qualifications shadl ap
ply to all positions provided for in
this Constitution except as other
wise specified.
Section 3. Election and Installa
tion. In order to be declared elected
all candidates must receive a ma
jority of the votes cast in the race
for that office. In the event of a
tie or failure to secure a majority
vote, a run-off election between the
two highest candidates shall be held
as provided in this article. All offi
cers of the Student Government
Association shall be installed at a
meeting of the student body on the
last Tuesday in April and shall
hold office for a period of one year
from the time of their installation.
Section 4. Impeachment. Any of
ficer of the Student Government
Association or any member of the
Senate may be impeached for any
of the following reasons:
(a) Violation of or disregard for.
in word or spirit, any part of this
Constitution or its by-laws.
(b) Having more than two inex
cusable absences from meetings of
the Senate in any one quarter
(c) A conviction by the Honor
Council of violation of the Honor
System.
(d) Failure to maintain the stall
dard of conduct becoming a student
of Mercer University.
ARTICLE XI
FINANCE
Section 1. The administration of
the Student Activities Fund allo
cated by the University shall be by
a board known as the Student-
Faculty Board of Appropriations.
Section 2. Membership and Elec
tion. The membership of the Stu
dent-Faculty Board of Appropria
tions and their manner of election
shall be:
(a) One faculty member appoint
ed by the President of the Univer
sity who shall serve as chairman
and who shall vote only in the
evpnt of a tie
th) Five faculty members who
shall be appointed by the President
of the University.
(c) Five student members, to be
elected by the student body.
Section 3. Duties. It shall be the
duty and responsibility of the
Student-Faculty Board of Appro
priations:
(a) To hear petitions and recom
mendations for additional budget
allocations from all student organi
zations and from all student organi
zations using Student Activities
Funds and to approve or reject
such petitions and recommenda
tions.
(b) To select faculty advisors for
each agency drawing on the Stu
dent Activities Fund
(c) To receive and approve re
ports from faculty advisors in each
area at the end of each quarter
concerning the funds spent, the
funds committed, ami proposed
plans of expenditures of the re
maining funds.
(d) To discontinue funds of
using organizations in the event
■aid organizations do not comply
with Section 3, Paragraph B of this
Article until such report is submit
ted by the faculty advisor.
(e) To publish upon completion
of allocation of funds to using
organizations the total allocation to
each using organization in THE
MERCER CLUSTER not later
than two weeks after completion.
(f) To elect from this committee
five (5) members — three (3) stu
dents and two (2) faculty members
to serve as the Student Publics
tions Sub-Committee of the Stu
dent Activities Board with the
duties described in Article VIII,
8ection 3.
Section 4. Procedure. The Stu
dent-Faculty Board of Appropria
tions shall adhere to the following
procedure:
(a) Each using organization must
submit a written, itemized request
for funds before the hoard may act
upon its request.
(b) All receipts and expenditures
for each quarter by using organize
tions shall he published and pre
sented to the hoard not later than
the first week in the following
quarter. Copies of these reports
shall he given to the President of
the University and the President of
the Student Government Associa
tion.
(c) In the event that any using
organization fails to comply with
Section 4 Paragraph B of this
Article, remaining funds shall he
discontinued until such a report is
submitted.
(d) Upon completion of alloca-
tion of funds to using organizations,
the hoard shall publish the total
allocation to each using organiza
tion in THE MERCER CLUSTER
not later than two weeks after
completion.
ARTICLE XII
PARLIAMENTARY

Section 1. Parliamentary autho

RATIFICATION AND
AMENDMENT
Section 1 Ratification By Whom.
This Constitution shall become the
official Constitution of the Student
Government Association of Mercer
University when it is ratified by
the student body and approved by
the President of the University.
Section 2. Ratification. Ratifies

the proposed members must vote
in order for the election to he valid. I

Section 3 Amendments. In order
for this Constitution to be amend

be presented to the membership,
either upon presentation of a peti
tion signed by at least fifty mem
bers or upon passage by the Senate
of the proposed amendments as in
Article II. The proposed amend
ment shall be published in THE
MERCER CLUSTER for two con
secutive issues before a vote is
taken Final approval of the pro
posed amendment shall be accomp
lished by a special secret-ballot
election in which a majority of the
members must vote and the ap
proval of two-thfrds of those voting
may pass the amendment.
ARTICLE XIV
PREVIOUS CONSTITITTION
Section 1. The Student Constitu
tion of Mercer University is hereby
abolished from the institution of
the Constitution, and shall he null
and void.
Fraternities and Sororities
To Compete In Sing
Wednesday, May 17, G. L. Ware
and T. P Haines will sponaor a
CAMPUS SING to be held in Wil
lingham Chapel, at 7:30 P.M.
All Singing will be A Capella and
should center around the theme of
"Regional U.S.A.” Each social
group must present at least 12
members in good standing; mem
bers, pledges and promisees. The
sponsors have announced that the
judging will be based on part har
mony. tonal quadity and interpreta
tion of theme.
Presentation should make a bet
ter performance but will not be ac
counted for in the judges final re
sult

Furman Soon To Begin Construction On New Dorm
Federal Aid To Be Received
From The “Furman Paladin,” Furman University:
Furman University is now accepting bids for a new Dorm
to house 245 women. The cost of the new dorm will be appro
ximately $1,500,000. Furman will be a College Housing Loan
from the Federal Govt, for $1,150,000 to be matched by
Furman with $348,000.
Furman will repay the Govt. $1,150,000 plus 3% interest,
which is what the Govt, pays the hank for use of their money.

All-Fraternity Average Tops All-Men Average
The All-Fraternity Average for Winter quarter was higher
than the All-Men Average. The all-fraternity average was
2.363 while the all-men average was 2.274.

This scene could become reality on the UM campus.
Miami student union director. Bill Sheeder said that there is
space available for a “Beer Hall” in the student union building.
Dean of men Robert Hynes, favorable to the idea, said it
would be necessary to check I.D.’s allowing only those students
over 21 to use the facility. With an increasing number of resi
dent and graduate students, a "Beer Hall” would be an excit
ing addition to the l T M campus.
From The Auburn “Plainsman.” Auburn University:
Dorm Seige Brings Fines
Sunday, April 30, 1967. 3:30 A.M.: Two Auburn KA’s
assembled the KA cannon and fired on the Phi Mu dorm from
about 100 yards away. The blast did considerable damage to
the Phi Mu dorm. The two students were apprehended and
fined $107.50 each for destruction of state property and $27.50
each for discharging firearms in the city limits of Auburn,
