Section 3. Powers and Pottos. Tho powers and

ARTICLE III

Section 2. Rsfsrsndwn Prsseders. A referen
dum petition shall contain either the full text
of tho measure proposed, or an adequate sum
mary thereof, and, to be valid, shall oe signed
by at lead ten per cent of tho bona fide mem
bers of the Student Government Association.
Petitions shall be filed with the Secretory-
Treasurer of the Student Government Associa
tion for submission to the Senate, ff the pro
posed mooouro Is not acted Into law at least
by the second meeting of the Senate after lb
submission, It shall then be submitted to the
members of fht Student Government Associa
tion. The sponsor of a petition may withdraw
such petition any time prior to its submission
to the members of tho Student Government
ARTICLE IV

for In this Constitution and all special commit
tees with the consent of the Senate.
4. Moke O report on the activities of the

of the Student Government Association.
7. Veto enactments of the Senate, If he
deems necessary.
(b) Tho Vice-President shall.
1. Preside at meetings of the Student Gov
ernment Association in the obtence of the
President.
2. Provide programs for student chapel with
the assistance of the Chapel Committee of the
Senate.
3 Preside over meetings of the Senate and
vote in the event of a tie.
4. Assume the office of President in the
event that the office is vacated, and discharge
the powers and duties inebmbent upon that
office until a special election con be held as
provided for in Article X, Section 1 of this Con
stitution.
3. Make all Student Government announce
ments In weekly Convocation.
(c) The Secretary shall.
1. Keep records of all meetings of the Stu
dent Government Association and of the Senate.
2. Notify Association members of all meet
ings four days In advance of said meeting.
(d) The Treasure shall:
1. Receive and disbud* funds oi the Stu
dent Government Association.
2. Advise the President on financial matters
of the Association.
(e) The Freshman Adviser shall.
1. Assist in the planning and executing of
the freshman orlentotibn program at the be
ginning of the fall quarter
ARTICLE V
JUDICIARY
Section 1. Hewer Council. The Judicial powers
of the Student Government Association shall be
vested In the Honor Council.
Section 2. Cew**eettfen and Selection. The Honor
Council shal be composed of nine students
and two foculty members, the position of the
latter to be advisory only. The faculty advisers
shall be a pointed by the Honor Council and
shall serve two year terms *
(a) Selection inall be made by the President,
Vice-President, Secretary, Treasurer ond Fresh
man Adviser of the Student Government Asso
ciation, the Chief Justice and Oerk of the
Honor Council, together with three faculty
members appointed by the President of the
University. Selection shall be based on the
folowing requirements.
1. High principles and unquestioned moral
and academic integrity in all their relations
to fellow students ( faculty and administrative
officials.
2. A minimum overall average of B
3 Extra-curricular activity in at least two
areas.
fb) The selection committee shall submit a
questionnaire to those students who meet these
requirements. On the basis of the questionnaires
the com Ittee has the power to appoint three
seniors, three juniors and three sophomores to
serve on the Honor Council. This distribution
may be altered when deemed best These ap
pointments shall be made by the last Tuesday
in March, and the council shall aseume its du
ties on the lost Tuesday in April
|c) the Honor Council shall elect one of Its
members to serve as Chief Justice and one as
Oerk. The Chief Justice shall preside at all
meetings and trials, and the Clerk shall main
tain o written record- of all proceedings. The
Chief Justice shall be d member of me Stu
dent Government Association.
Section 3. Jurisdiction. The Honor Council
shall have jurisdiction over:
|o) Violations of the Honor Code.
(b) Interpretation of the Student Constitution
and Statutes
(c) Trial of impeochments of the officers of
the Student Government Association.
(d) Major offenses against the Constitution
of the Student Government Association.
Section 4. Procedure The Honor Council shall
formulate Its own procedure subject to approval
by the Senate by a majority vote
Section 5. Appeal Decisions of the Honor Coun
cil may be appealed to the President of the
University within two school days after the de
ds.on has been reached
Section Impeachment. The Honor Council
may impeach its own members The Senate
shall try impeached Honor Council members.
ARTICLE VI
HONOR SYSTEM
Section I. Thi» article shall be known as the
Honor System of Mercer University.
Section 2 Honor Pledge
A. Honor Pledge shall be signed by eoch
regularly eroled student on every classroom
test It shall also be signed on any Individual
paper or assignment the teocher may require.
Suoscrlptfbne to the Honor Pledge shall be re
quisite for registration.
B. A student who sign# the Honor Pledge

1. That he has neither given nor received aid
on the examination, or individual assignments
or paper nor hot ho used ony information other
than that allowed by the instructor.
2. That he will not allow to go unreported to
the proper persons ony violation ef the above.
3. That he will give true and complete Infor
mation before the Honor Council.
Section 3. Mettflsefie* ef Trial Pedsleos.
(o) The decision of the Honor Council shall
be reported to the ptofotor of the student in
question, the Dean of the College, and the
President of the University within two school

Section 4. Newer Committee There dull be e

2. Between five and ten members appointed,
jointly, by the President of the Student Govern
ment Association and the Chief Justice of the
Honor Council.
3, A liaison member from eoch social or
ganization.
lb) The Honor Committee shall:
• 1. Sponsor a continuing educational cam
paign for the perpetuation and development
of the Honor System at Mercer University.
2 Orient new students and foculty mem
bers to their responsibility to the Honor Sys
tem.
3. Propose to the Senate changes in the
Honor System when it deems necessary
4 Provide a thorough explanation of the
Honor System for the Student Handbook
5. Provide each new student officer and
each new administrative officer with on ex
planation of the Honor System.
6 Maintain a permanent file of Honor Pledge
Cards during each academic year.
ARTICLE VII
LAWS OF THE STUDENT GOVERNMENT
ASSOCIATION
Section 1. Offenses. Offenses against the Stu
dent Government Association shall be-.
(a) A major offense shall be defined as a
violation of the Constitution of the Student
Government Association.
(b) Minor offenses:
1. Contempt of the Student Government As
sociation.
2. Violation of the statutes of the Student
Government Association *
Section 2. Punishment ef Offenses. Offenses ot
described in this article shall be punished as
follows! .
(a) Offenses shall be punished by fine, re
commendation of expulsion, or other measures
prescribed by the Honor Council, according to
the nature of the offense
(b) Any fine Imposed by the Honor Council
shall be charged at the Business Office to the
dccount of the student so fined, and when
collected shall be placed in- the general fund
of the Student Government Association
Section 3. It shall be the duty of each mem
ber of the Student Government Association to
submit to the Honor Council the name or names
of persons violating the laws o fthe student
body as set fc-th in this article.
Section 4 Statutes of the Student Government
Association Other laws may be enacted ond the
above laws altered or abolished as provided
in this Constitution. Such laws shall, upon
enactment, become a part of the Statutes of the
Student Government Association.
ARTICLE VIII
STUDENT PUBLICATIONS
Section 1 The Student Publication* Sub-Com
mittee shall execute the powers described in
this article. - . * *,
Section 2. Membership. The membership of the
Student Publications Sub Committee of the Stu
dent Activities Board shall be:
(a) Three (3) students
(b) Two |2) faculty members from the Stu
dent Activities Board who shall be elected by
this Board One of the two above-mentioned
faculty members shall be appointed permanent
chairmen of and by this sub-committee.
(a) To interview applicants and approve or
reject applications for the position of cdltor-liv

lb) To make recommendations to the various
publications concerning improvement, correc
tion. or elimination.
(c) To recommend approval or rejection of
charters for any new publication.
(d) To impeach all elected officials of the
publications by a unanimous vote
Section 4. Recognized Publico Horn Student
publications authorized to derive funds from
the student activities fund shall be THE MER*

(yearbook).
Section 5 fditers Each publication shall have.-
(a) One Editor-in-Chief, who shall direct ond
coordinate the activities of the editorioi and
business staffs

Section 6. Qualifications for Editor laCMof. The
qualifications for the Editor-In-Chief shall bfi
(a) At least a C plus for the entire college
work. ^
(b) Two quarters experience on the Neff #1
sold publication prior to election.
(c) Submision of application in writing ond
opptoronco before the Board of Student Publi
cations for interview
Section 7. Ilacfiea The Editor-In-Chief of each
publication shall be slectad by the tsudent
body in th# general election, from the appli
cants approved by the Board of Student Publi
cations. For the first election, the Editor-In-Chief
of each publication shall be elected In ac
cordance with the Student Constitution of Mer
cer University, which was In effect immediately
preceding this Constitution, ond thereafter shall
be elected os provided herein. The Manoging
Editor and the Business Monoger of eoch pub
lication shall be appointed by said editor of
eochpublication with the approval of the Stu
dent-Faculty Publications Commiftoo.
Section 8. Term ef Office. The Editor-In-Chief
of THE CAULDRON shall assume office imme
diately following election,- the Editor-In-Chief
of THE CLUSTER shall assume office ot tho ond
of the spring quarter, and each shall serve for
o term of one year tn the event that there
are no qualified Candidates the Student Senate
shall have the power to approve either one or
both of the Immediate poet Editor-In-Chief of
THE CLUSTER shall remain on the staff until
the end of the spring quarter following Ms
term of office in on oavisory capacity.
ARTICLE IX
OTHER ORGANIZATIONS
Section 1 does Organisation*. The freshman,
sophomore, junior ond senior clatees of Mercer
University shall be organized as separate class
organizations Officer* of each class shall be a
President, a ice-President, a Secretary, and a
Treasurer Clast election* for sophomore, junior,
and senior officers for the next succeeding
school year shall be held on the same day as
the student government elections ond each con-
didate must qualify os provided in Article X of
this Constitution The election of officer* of the
freshman class sholl be held not eorlier than
three or later then five weeks following the date
of freshman registration, said date to be de
te.rmined by the Freshman Adviser. Only mem
bers of the respective classes may vote for of
ficer* of their class
Section ? Women's Student Government. (a)
The Constitution of the Women's Student Gov
ernment sholl be the governing regulation for
matters concerning women students (b) The
President of the Women » Student Government
shall serve a* member of the Senate.
Section 3. Law School Student Government. The
Constitution of the Walter F George School of
Law shall be the governing regulation fot mat-
tors concerning only law students.
Section 4 The Student Government recognizes
all organizations which ore authorized by the
administration and functioning on this campus.
ARTICLE X
E LECTIONS AND QUALIFICATIONS .
Section 1. Time ef Election. The regular election
of the Student Government Association shall be
held on the second Tuesday in April of each
year An announcement of election date and
and rules shall be published in three consecu
tive issues of THE CLUSTER prior to the stated
dote In the event that a run-off is necessary
such election shall be held on the Thursday Im
mediately following the election. In case of un
usual circumstances which would prevent the
holding of the election as provided in this Con
stitution, the President of the Student Govern
ment Association shall have the power to
change th# date of the election, provided that
the date set by him shall not be more thon one
week earlier or later than the dote as herein
provided and that the run-off election, when
necessory, shall be held on the Thursday fol
lowing. A special election shall be held in the
event that any elected officer provided for In
this Constitution shall fall to complete his
term of office. __
Section 2. Qualifications fee Office The quali-
ficotions for elected'positions as provided in this
Constitution sholl b*i
(a) All candidates must have maintained an
average of C or better for all previous college
work, unless otherwise provided for by this
Constitution and shall not at time of qualifica
tion be on disciplinary probation.
(b) No student who has been convicted by
the Honor Council sholl be a candidate for any
office.
(c) Each candidate must file with the Secre
tary of The Student Government Association on
date set for qualification a written statement
of his intention to be a candidate, must de
posit a qualification fee, not to exceed one
No qualified candidate con be replaced by an-
dollar, to defray The expenses of the election,
other following the day of qualifications.
(d) These qualifications shall apply to all
position* provided for in this Constitution ex
cept as otherwise specified.
Section 3. Election ond Installation. In order
to be declared elected all candiodtes must re
ceive a majority of the votes cost in the race
for that offiicw. In the event of a tie or failure
to secure a mojority vote, a run-off election
between the two highest candidate* shall be
held as provided in this article. All officers of
the Student Government Association shall be
installed at a meeting of the student body on
the las) Tuesday ir? April and shall hold office
for a period of one year from the time ot their
installation.
Section 4.
Any officer of the Stu
of the Senate may be impeached for any of the
following reason*! -
(a) Violation of or disregard for, in word or
epieiff, any port of thl# Constitution or its by
laws.
(b) Having more than two Inexcusable ab
sences from meetings of the Senate In any one
quarter ,

duct becoming a student of Mercer University
ARTICLE XI
FINANCE
Section I. The administration of the Student
Activities Fund allocated by the University shall
be by a board known a* the Student-Faculty
Board of Appropriations.
Section 2. Membership ond Elecfiew. The mem
berth* p of the Student Faculty Board of Appro
pnation* and then manner of election shall be

President of the University who shall serve a*
chairman and who shall vote only in the event

(b| Five faculty members who shall be ap
pointed by the President of the University.
(c) Five student members, to be elected by

Section 3. Dudes It shod be the duty and
responsibility of the Student-Faculty Board of
Appropriation*
(a) To hear petition* ond recommendations for
additional budget allocations from oil student
organizations and from all student orgonizo
tions qnd publications using Student Activities
Fundi and to approve or »e|ect such petitions
and recommendations
(b) To select faculty advisers for each agency
drawing on the Student Activities Fund.
(c) To receive ond approve report* from foe
ulty advisers in eoch area at the end of each
quarter concerning the funds spent, the funds
committed, ond proposed plans of expends re*
oi the remaining funds
(d) To discontinue funds of utlng organiza
tion* in the event said organizations do not
comply with Section 3, Paragraph B of this
Article until such report is submitted by the
foculty adviser
(el To publish upon completion of allocation
of fund* to using organizations the total allo
cation to each using organization In THE MER
CER CLUSTER not later thon two weeks after
completion.
(f) To elect from this committee five (5)
members—three (3) students and two (2) fac
ulty member* to serve as the Student Publico
tions Sub-Committee ot the Student Activities
Board with the duties described in Article VIII,
Section 4 Procedure The Student-Foculty
Board of Appropriations shall adhere to the
following procedure:
(a) Each using organization must submit_a
written, itemized request for funds before the
board may act upon Its request.
|b| All receipts and expenditures for eoch
quarter by using organizations shall be pub
lished and presented to the board not later then
the first week in the following quarter Copies
of these reports shall be given to the Presi
dent of the University and the President of the
Student Government Association.
(c) In the event that any using organization
fails to comply with Section 4. Paragraph B
of thl* Article, remaining funds shall be dis
continued until such a reoort is submitted.
Id) Upon completion of allocation of funds
to using organizations, the board shall publish
the total allocation ta eoch using organization

ARTICLE XII
PARLIAMENTARY AUTHORITY
Section I. Parliamentary outbority for this or

ARTICLE XIII
RATIFICATION AND AMENDMENT
Section 1. Ratification By Whem. This Coasti
tution shall become the official Constitution of
the Student Government Association of Mercer
University when it is rotified by the student
body and approved by the President of the
University.
Section 2. Ratification. Ratification of this Con
stitution shall be by a secret ballot electon
called for that purpose. At least a majority of
the proposed members must vote in order for
the election to be valid, and the approval of
two-thirds of those voting will ratify this Con
stitutioo.
Section 3. Amendment*. In order for this Con
stitution to be omended, the proposed amend
meat* must be presented to the membership
either upon presentation of a petition signed
by at least fifty members or upon passage by
the Senate of the proposed amendments as in
Article II. The proposed amendment shall be
published in THE MERCER CLUSTER for two
consecutive issues before a vote is taken. Final
approval of the proposed amendment shall be
accomplished by a special secret ballot elec
tion in which a majority of the members must
vote ond the approval of two-thirds of thoee

PREVIOUS CONSTITUTION
Section 1 . The Student Constitution of Mercer

Although the schedule is harder,
it will favor Mercer in that the
Bean' first 11 games will be at
home. In all, Mercer will play 17 of
its 26 regular season games in Ma-

but Mercer plans four exhibition
