Death Before Dropsy.
An Aged Farmer Shoots Himseli Through
The Temple.
IT. G. Smith was one of the best
known and respected citizen _ of Ac
comae county, Va. IIe worked a farm
about four miles h'uru Belle Haven, and
during a long life (he was 75 years of
age) ^ had amassed by industry and care
a s ufficiency of this world’s goods.
For some years past his life had been
somewhat disease, and embittered though his by family a dropsical did all
in their power to alleviate the old
man’s sufferings, he always appeared
downhearted and discontented.
Several times he told his children
that he would never let the dropsy
get into his body, as death would be
far more preferable to him As time
woi'e on he became weaker and weaker,
so much so indeed that Dr. LeOato,
brother of Mr. L. T. LeOato, of this
city, who was attending him, looked
almost momentarily for his death.
On Saturday morning last, the family
went to breakfast, leaving the old
man sitting in an adjoining room.
Suddenly they were startled by a loud
report of a pistol, and rushing from
the table to ascertain the cause, found
Mr. Smith stretched upon the floor, a
smoking pistol in his hand and the
blood spurting from an ugly looking
bullet hole in his temple.
He lived but a little while after be
ing removed to a couch, and failed to

Every man thinks a newspaper a
fair game If a society or any body of
men get up a concert or ball, or any
other form of entertainment, the ol>
ject of which is to put money in their
own pockets, or, if the proceeds are to
lie devoted to charitable purposes to
add to tlieir own glorification, they
become very indignant if the proprie¬
tors of newspapers do not assist them,
with a series of gratuitous advertising
for several weeks before the event takes
place. These men, says an exchange,
should remember that literary men, in
this practical age, work for money as
well as for fame—principally the for¬
mer, however—and the business mau
ager of a newspaper, if he wishes to
keep on the safe side of the ledger,
conducts his charge on the same prin¬
ciple as the head of any other business
establishment. People who are get¬
ting up a ball would feel chary of ask¬
ing merchant a present of a pair of gloves from
a on that account, yet asking
and advertisement expecting to receive a gratuitous
is a similar demand.
The editor of the Marlboro (Miss.)
Journal stated the case very plainly
wuen he informed his readers that:

whenever they shall pave the roadway of any
street or lane, or otherwise improve any street
or lane, by the construction of sewers or drains
or by grading, or otherwise to assess upon the
owners of lots abutting on so much of such
street or lane as may be so improved, two
thirds of the cost of such Improvements pro
rata to the assessed value of the said lots;
and to provide tor the manner of making and
collecting such assessment.”

On and after notice, TUESDAY', April 1st, 1879, and
uiitil lurther all vessels coming to this
port fronc ports south of Cape Hatteras, from
South America, any of the West India Islands
and any of the Gulf ports, shall be required to
stop and remain at the Lower Quarantine
Station, opposite Quarantine Coekspur Island, until in¬
spected by granted the Officer, at that
point aud by him it written permit to
come up to the city. When considered neces¬
sary any or all vessels will be subjected to re¬
in inspection by the Health Officer alter arrival

Any Vessel conTing by the inland route from
Florida, or other Southern ports, will not he
permitted to land either passengers or freight,
until inspected by the Health Officer. No
Vessel from any of the above mentioned ports
will be detained cleansed, longer than sufficient to be
thoroughly liable fumigated, disinfected,
and rendered not to convey any infec¬
tious or contagious disease. sickness
Vessels from all ports, with on
board, on arrival or during voyage, shall re¬
main at tiie Quarantine Station, until visited
and inspected by tiie Quarantine officer.
Pilots and Masters of Vessels will be held
strictly under responsible lor the observance of this
notice, of penalty tiie prescribed by law for
any violation same.
