Livkhfool, Nov. 3.—The sales of Cotton for the past three businces days were 18,000bales, of which speculators took 500, and exporters 4,000 bales. The market declined l-8d., and the lower grades were almost unsaleable. Htaic or Txadb.—The advices from the m&n- ufactoring districts continued unfavorable, as all qualities of manufactured goods had slight ly declined in value. Livkkpool Gxkkkal Hakiuis.—The Flour market dosed witlf’adeclining tendency, but quotations were nomlhfeUy unchanged. Wheat was very dull, irregular, and sales made at Is. decline. Corn closed with a downward ten dency, and quotations were nominal. Rosin was dull, at 8s lOd. @ 3s. lid. 8ugar was quiet. Rice inactive. Coffee dull. Spirits of Turpentine was steady, at 40s. 6d. Provisions exhibited a dedining tendency. Loxdos Moniy Mark it.—The rates for mon ey were unchanged, and consols were quoted at 981-2. General News. Spain continues her preparations to act of fensively against Mexico. A new submarine Telegraph Company has been formed for laying a cable from Galway to Quebec, with a capital of one million five hun dred thousand pounds sterling. The 6hip A. Z. which cleared at New York on the 20th of September lor Liverpool, foun dered at sea during the passage, but all on board were saved. [SKCOKD DESPATCH.] New York, Nov. 15.—The news by the Van derbilt conveys nothing new about the AUan tic cable. The returns of the Bank of France show a felling off of one million one hundred and sev enty thousand pounds sterling, and the returns of the Bank of England show a falling off of one hundred and sixty thousand pounds ster ling. The arrivals of specie are three hundred and forty thousands ]K>uuds sterling. More new gold fields have been discovered in Australia. There is a considerable augmentation of the S[ianish fleet in preparation to operate against Mexico. The popular feeling at Lisbon is very strong against England for her non-intervention poli cy in the care of the Charles et Georges aflair between France and Portugal. It is rumored that a change is contemplated in the Prussian ministry. The Sultan paid a visit to the United States steam frigate Wabash. Piedmont coincides with France in condemn ing the abduction of the little boy Moktava The intelligence from India announces that the rebels had captured Isinghur, but after wards retreated from It. At other points there had been a total rout and great destruction of the rebels. The steamship Hudson, of the Bremen line, was burnt on the 2d inst., at Brcmer-haven. The Bank of Vienna had resumed specie payments. The crew of a French brig engaged in ship ping laborers on the coast of Africa had been massacred by the negroes. Latest from Liverpool, Nov. 3.—Sales of Cotton to-day, 8,000 hales. Middling Or leans 7d.; Middling Mobiles 6 7-8d., and Mid tiling Uplands 6 3-4d. The market has declined since Friday 1-8 to l-4d. Cold Weather. Oswego, N Y Nov 15. This morning there were five inches of snow' on the ground, and the sleighs with their jingling tells are seen and heard in all direc tions. New York, Nov 15. There was a heavy full of snow here last night. Philadelphia, Nov 15. It is snowing here, hut melts as fast almost as it falls. Washington, Nov 15. A heavy snow storm prevailed last night and this forenoon throughout the northern, eastern, and middle States, and is also snow ing here. Arrival ot the gteamihlp Philadelphia. New York, Nov 15. The steamship Philadelphia has arrived from Havana, which port she left on the 8th inst. Steamboat Accident. Cincinnati, Nov 1G. The steamer Fulton City has been sunk near Buffinigton Island. The boat and bag gage are lost ; and twelve steerage passengers drowned. Market Reports. Charleston, Nov. 15. Sales of Cotton to-day 2,000 bales, unchan ged prices. Savannah, Nov 15. Sales of Cotton 2,160 bales at prices ranging from 101-8 toll cents. The market was rather stiller, with an improved demand. New York, Nov 15. Sales of cotton 1,208 bales, with a quiet market. Tho news by the Vanderbilt came too late to have auy effect to-day. Sales of Flour 15,508 barrels, with improving prices; Ohio $5 40 @ $5 65, and Southern $515 @ $5 40. Wheat was firm, with sales of 5,000 bushels. Corn was unsettled, sales 8,000 bush els. White 80 (a) 85, and Yellow 85 @ 86 cts. Sugar was firm, and Muscovado qnoted from 6J to 7 cents.
