Hull teen charged with battery, stalking
Actions filed in
Superior Court
A Hull teen was arrested
twice last week after allegedly
striking a juvenile friend’s
mother, and then texting the
woman on her cell phone
in violation of bond condi
tions issued by the magistrate
court.
Zachariah Levi Morris, 17,
724 Virginia Lane, Hull, was
first arrested on July 8 and
charged with simple battery
and criminal trespass.
According to the incident
report, the girl's mother was
administering corporal pun
ishment to her daughter when
Morris allegedly threw open
the door, rushed into the resi
dence, knocked the mother
to the floor and climbed on
top of her, striking her and
yelling “don’t you touch her.”
The woman and two witnesses
were reportedly able to get
Morris off of her and force
him out of the residence.
The following day, after
being released on bond, Morris
allegedly began sending text
messages to the victim’s cell
phone in “direct defiance of
the bond conditions.” He was
arrested a second time and
charged with stalking.

Actions filed recently in the
office of the Clerk of Superior
Court of Madison County
include:
•Glenn Allen Waite, no age or
address available, was sentenced
to one year probation and fined
$1,315 for contributing to the
delinquency of a minor.
•Joey Williams, 25, Colbert,
was sentenced to one year proba
tion and fined $800 for theft by
taking.
•Laurence Allen Thurmond,
44, Carlton, was sentenced to one
year probation and fined $135
for reckless conduct. Charges of
aggravated assault, discharging a
firearm under the influence and
discharging a gun/pistol near a
public highway or street were
dismissed.
•Thomas Moreland, 48, Athens,
was sentenced to one year pro
bation and fined $472 for theft
by taking. A charge of failure to
appear was dismissed.
•Sean Patrick Witt, 45, Keller,
TX, was sentenced to one year
probation and fined $1,641 for
DUI. A charge of weaving over
roadway was dismissed.
•Gregory Turner, 39, Cornelia,
was sentenced to one year proba
tion and fined $270 for theft by
taking.
•James Hoofner, 45, Comer,
was sentenced to one year pro
bation and fined $437 for theft
by receiving stolen property
(reduced from failure to pay for
agricultural products).
•Corey T. Williams, 26, Athens,
was sentenced to one year pro
bation for driving while license
suspended, speeding and carrying
a concealed weapon. He was also
fined $967. A charge of fleeing
or attempting to elude a police
officer was dismissed.
•Steven Pope entered a “straight
up” plea of guilty to statutory rape
and was sentenced to one year in
jail and nine years probation.
CORRECTION
William Lowell Atkins,
who recently pleaded guilty in
Madison County Superior Court
to sodomy, will actually serve 10
years confinement and 10 years
probation, not 20 years confine
ment as previously reported.
Two arrested for pedestrian under the influence
Two Bowman men were
arrested last week after a
deputy was summoned to
Paoli Road near Noble Road
in Carlton where two “suspi
cious” males were in the road
near a residence there.
When Lt. Jeff Vaughn
arrived, one of the men, later
identified as Michael Eugene
Koch, 50, of 51 Cedar Street,
was lying in the road. Koch
reportedly began to “cuss and
argue” when Vaughn made
contact with him, telling the
deputy that it was a “free
world and that he (Vaughn)
should leave him the @#$%
alone.”
He also stated he could sleep
in the roadway if he wanted to
and began to pull away and
fight. Deputy Vaughn noted
a strong smell of alcohol and
subdued him with an arm bar
hold and took him into custo
dy without further altercation.
A second man, Carroll
Anthony Funkhouser, 42, of
51 Segars Street, was found
sitting on the white line. He
told Lt. Vaughn he was drink
ing too, but that he did not
want to fight.
Both were charged with one
count each of pedestrian under
the influence and taken to the
Madison County Jail.
In another incident, a woman
on Woodale Street in Hull
reported that when she arrived
home from the store, her hus
band started yelling at her and
that he does this often. Her
husband stated that she began
yelling at him for no reason.
The husband then went home
with his parents for the rest
of the weekend to “allow his
wife some space.”
Deputy Tommy Williams
noted that there was no evi
dence of any violence except
yelling at one another.
In a similar incident, Deputy
Matthew Pilkington was
summoned to a residence on
Rocky Branch Hollow Road
when a man reported that his
wife would not let him get his
tools out of a car in the yard so
he could go to a job.
The woman told Pilkington
that her husband had gotten a
DUI in the past and that she
“did not want him to drive

PUBLIC MEETING
The City of lla, GA hereby gives notice of a Public
Meeting 6 PM August 18, 2009 at City Hall in lla,
Georgia.
The purpose of the public meeting is to:
1) Inform the public of the need for improvements
to the City’s water system.
2) Comply with the requirements of the Georgia’s
Rules for Safe Drinking Water and with the
public participation requirements of Georgia’s
Drinking Water State Revolving Fund
(DWSRF) Environmental Review Process.
3) Encourage public involvement in the
development of a plan to improve the water
system.
During the public meeting the City will attempt
to identify public preferences for alternative
methods of improving the City’s water facilities.
These alternatives will be evaluated and included
in the City’s Facilities Plan and Environmental
Information Document, the major planning
document covering the water system.
Public participation is considered essential to
the selection and development of the final plan to
be adopted prior to its approval by the State of
Georgia, Department of Natural Resources.

It is the policy of this newspaper to print the names of all per
sons arrested and booked through the Madison County Jail. No
exceptions are made to that policy.
This newspaper also routinely publishes the names of those
involved in criminal court cases as those actions make their way
through the judicial system, including the final disposition of the
case when it is known.
We caution our readers, however, that an arrest is not a convic
tion and an individual is presumed innocent under the law until
convicted of a crime for which he has been charged.
In addition to arrest reports, we also routinely publish items
from incident reports filed with local law enforcement agencies.
Most of the time, the names of those involved are not published
unless one party has been officially charged with a crime.
