Hull woman charged with assault
A Hull woman was arrested
last week after deputies were
dispatched to a mobile home
park concerning a domestic
dispute.
Connie Melissa Hand, 28,
9574 Hwy. 72 West, Lot 2A,
was charged with one count
of aggravated assault.
According to the incident
report, Deputy Josh Smith
was sent to Tranquility
Mobile Home Park and was
told en route that a white
female was reportedly “walk
ing through the park with
a knife in her hand” and a
white male was close by.
The male was found injured
at a residence in the park
and was treated by EMS and
released.
In another arrest, Brian
Benjamin McCarty, 40,
979 McCarty Dodd Road,
Colbert, was charged with
disorderly conduct and two
counts of obstruction of an
officer.
According to the incident
report, deputies were sum
moned to a residence on
Colbert School Road after a
woman called 911 to report
that her boyfriend was very
intoxicated and would not
leave her home. Deputy Klint
Segars found the woman
standing at the end of her
driveway, where she told him
that McCarty was drunk and
had been driving his truck in a
field behind her residence and
spinning tires. She said she
was afraid of him and wanted
him to leave. Deputy Segars
and Sgt. Dennis Harbison
found McCarty inside lying
on a bed. McCarty reportedly
refused to comply with their
orders, cursing and resisting
their efforts to cuff him until
Sgt. Harbison tased him in
the shoulder. After his arrest,
McCarty reportedly contin
ued to threaten officers with
bodily harm and threatened
to kick the windows out of
the patrol car he was placed
in. McCarty was taken to the
Madison County Jail where
he was placed in a body wrap
to prevent him from harming
himself or others, according
to the report.

Tools stolen from camper on McGinnis Chandler Road
A man on McGinnis
Chandler Road told deputies
he came out to get something
out of his car Friday night
when he heard the door slam
on his camper.
As he went around the
camper, he said he spotted a
man, approximately six feet
tall, 250 pounds with black
curly hair running into the
wood line. He then heard a
vehicle crank nearby and got
into his car to follow a for
est green Jeep Wrangler with
Banks County plates. He lost
the vehicle when it went into
Banks County. A look out was
placed on the vehicle.
Deputies found that entry to
the camper was made through
a window in the door of the
camper. Several saws and
drills were taken, valued at
$810.
In another incident, a man
on Neese Commerce Road
reported that his ex-wife had
called his phone 35 times in
21 minutes, despite him tell
ing her to stop and that the
kids were in bed asleep. The
deputy spoke with the woman,
telling her to stop calling.

Veterans Appreciation
Day set for Nov. 7
The fourth-annual “Thanks for Our Freedom — Veterans
Appreciation Day" will be held Nov. 7 at Pittard Park in
Winterville.
The event is sponsored by veterans from Madison,
Clarke, Oconee and Oglethorpe counties, with assistance
from the counties and from businesses and individuals.
Veterans of all wars are welcome.
“Programs in the past involved speakers, but this year
from the four counties will thank veterans for offering up
themselves to secure our freedoms,” organizers said.
The participating students and parents are invited to join
the veterans for lunch. Marigold Festival queens will also
be present and will participate in the program, which will
begin at 10:30 a.m. followed by lunch. Barbecue plates,
tea and peach cobbler will be served. Each year, the veter
ans are fed by sponsors.
“The only thing asked of veterans who will attend is to
call ahead and get your name on the list of those to be eat
ing,” organizers said.

City of Ila to consider
water rate hike Nov. 2

Ila will hold a public hearing Monday, Nov. 2, at
6:30 p.m. on proposed water rate increases that are
scheduled take effect on Jan. 1, 2010. The regular
business meeting will follow at 7 p.m.
Proposed water rates for 2010 are $18 per house
hold (up to 2,000 gallons), up from the $12 base rate
currently in place.
Ila city council held a called meeting Oct. 14 with
city engineer Chris Quigley, of Peeples and Quigley,
to discuss the city’s Georgia Environmental Facilities
Association (GEFA) loan/grant application for a
backup water well for the water system.
According to the meeting minutes, there are three
loan conditions that GEFA has attached to the city’s
loan application. These conditions include generating
an additional $23,000 in water revenues beginning
fiscal year 2011.
Quigley explained that in return, the city will
receive a $400,000 loan at zero percent interest pay
able over 20 years, with an additional $400,000 in
grant money.
The council discussed the matter, concluding that
it must have a back up well for the city’s water sup
ply and discussed ways to generate the additional
$23,000 in revenue. The current water system is 27
years old and also needs to be upgraded to meet EPD
requirements, board members noted.
The 50 percent water rate increase per household
will generate approximately $12,500 in additional
funds, city clerk Susan Steed said, adding that GEFA
has said that funds for the additional $10,500 can be
taken from property taxes, if necessary.
The council voted to approve the resolution to
accept GEFA’s requirements for the grant/loan appli
cation and move forward with the project.
The council also voted to sign the notice of award to
contract with Oconee Well to drill the new well.

Actions filed recently in the office of the Clerk of Superior
Court of Madison County include:
