grants planning, writing
and management for
various federal and state
funding sources. Plans
are to contract with one
or more reputable con
sultants to assist the City,
the selected engineer and
stakeholders prepare a
FY 2021 Community De
velopment Block Grant
(CDBG) application for
wastewater treatment and
sanitary sewer improve
ments.
Services must include
application preparation,
submission and adminis
tration through closeout.
This procurement in
cludes CDBG set-asides
(e.g. Disaster Recovery,
Immediate Threat and
Danger, Innovative, Re
development, Employ
ment Incentive Program,
and other opportunities
that become available
through the US Depart
ment of Housing and Ur
ban Development (HUD),
US Department of Labor,
US Department of Com
merce Economic Devel
opment Administration
(EDA), Environmental
Protection Agency (EPA),
Georgia Environmental
Finance Authority (GEFA),

All contracts are sub
ject to federal and state
contract provisions as
prescribed by respective
funding agencies.
HUD projects must
comply with Section 3
of the HUD Act of 1968,
as amended. Section 3
and Minority and Women
Business Enterprises are
encouraged to apply. The
City abides by the follow
ing laws and others as
they pertain to federally
assisted projects: Title VI
of the Civil Rights Act of
1964; Section 109 of the
HCD Act of 1974, Title 1;
Title VII of the Civil Rights
Act of 1968 (Fair Housing
Act); Section 104(b) (2) of
the Housing and Commu
nity Development Act of
1974; Section 504 of the
Rehabilitation Act of 1973
as amended. Title II of the
Americans with Disabili
ties Act of 1990 (ADA);
