Washington, April 20.—Ex-At torney General Williams was examined by the House Committee on Expendi tures in the Department'of Justice and testified to the paynient to John J. Da' venport, the fi rrner United States Com missioner in New York, out of the se cret service funds, of $30,000 for eleC' tion purposes. Upon being pressed Judge Williams acknowledged that the money was paid by the direct order of the I resident. The plague is once more threatening the confines of Europe. The progress of the pestilence hist year in the valley of the Lower Euphrates aroused some ala m, and the contagon gome weeks ago hoegan to spread to Mesopotamia, and sumo the beginning of March it has reached Bagdad. The new outbreak shows much of the old and mysterious fierceness before which uieuical science for many centuries recoiled in despair. There is no reason to expect that its ravages will be limited to the provinces of Turkey in Asia. Both in Egypt and in European Turkey the conditions in wh’ch the plague breeds and spreads are still prevailing, with little mitigation since the time when Cairo and Constan tinople were almost annually decimated by its attacks. Happily, there is not the least ground fir believing that the essential conditions for its reproduction in Western Europe any longer exist.
