A friend having favored us with a Trinidad paper of the 18th ult. we are enabled to Rate, that the British flu ip For titude, from the Straits of Ma lacca via Bengal, bad arrived therewith 191 natives, [me chanics and aitiffx) agrea-bie to a plan of the British govern ment. It appears by governor His lop’s Proclamation, that the obje6i is, to introduce a fee race of cultivators, who from interest, will be attached to the European proprietors. He advises the inhabitants to t *eat these newfettleis with kindnels, that they mav become reconciled to their new abode, that they may by the return ot lbe Blip, lend a favorable re. port to their friends, and pro mote future emigrations, which he fays, in coutfe of time, will produce the mod important advantages to ihe colony. V. e aifo find by the fame paper, that a deputation from the cuflom-houfe had been ap pointed a. Port Hiflop, for the purpofeof obtaining permiffL on for American and other vefTels, to load and difehar e wiihout being obliged to go to P. Spain. A letter from our correfpon dent at Trinidad, of the 16th u!t. fays, American provisions of every clsfs are ex tieamly scarce, flour 24 dollars and only 4 days pro viiior'o re maining with the Bakers, and not a barrel for faie. Fish 8 dollars, Rice 10, Beef A: Pork, none. Lumber of every des cription scarce and dear.” November 17, The brig Eliza, capt. Wilson, sailed from Netv-Orleans for Philadelphia the 21st October; at that time news had reached the city, that an arrangement hid taken place between the Span, iards on die frontier and general Wilkinson; in consequence of tv hich the militia of rhe territory of Orleans and Mississippi, who hud volamcereed their services to the number of C')o men, and had marched to join General Wilkinson, were on their return to their respective districts. No official intelligence had been re ceived on this subject from the general, hut concurting advices iron* different quarters respecting (he return of the militia, render ed it almost certain that arrange ments had taken place ; and ii is said to be agreed that neither the United States nor Spain shall occupy the contested country', between the old boundary and the river Sabine, until final ar rangements are made between the two governments respecting limits. General Wilkinson, notwith. standing his small force, and ve ry unprovided state of his little band, had advanced beyond the Grand Bayou, & had taken a'po fition with 300 men at thejunction of the roads to Adiesand Bayon Pierre, at which latter place was Col. Herrera, with about 1500io 1800 men, chiefly Cavalry- Captain Cordero,Governor of Sc. Antonio, with a reinforce ment, the number of which was unknown, lay encamped about 25 miles in the rear of Herrera’s force, and although the superior officer had not joined nor taken ihe command when the last ac counts reached Oilcans, a de tachment of artiilerv from the little garrison of Orleans had marched on the 12th October, on the western bank of the Missis- Isiopi,to join the genera! ntNatcbf todies, and were to he followed on the 22d or 23d by another de tachment which would proceed in two gun-boats by way of the Mi ssissippi and Red Hirer to the same place ; this reinforcement would add 109 more brave fol lowers to his forces. Governor Grand Pre, of Ba ton Rouge, alarmed at the report of the approaching departure of the gun-boats, had given out that he would oppose their passage up tlie river, but it was believed he would not attempt hostilities although he had assembled the mdiuaof his disi.net, and had taken every possible measure to assemble a force more than ade quate to the object. t lie militia of the Ciiy of New-Orleans were called toge ther on the 17th October, and unanimously offered their ser vices to defend the territory, and more particlarly the City—they were accepted by the Governor, and ihe following handbill was published on the occasion, which will amply refute the calumnies of those who have endeavouietl to persuade the government that the people of Louisiana were not attached 10 its caus- : “ Iri.luj, O’l ‘ber 17. “ Ds play or Patriotism. “ At the muster of the Ist, 2d, and 4th regiments of mili.ia this morning, every officer, non com missioned crater and private pre sent, vul'intarilv offered their services for the defence of the tereritoiy, and more parti cularly lor ‘lie security of the city. This tender of service was immediately accepted by the governor, and the detachment or dered to be mustered for inspec tion, and exercised once a week. The mditia was addressed by Cols. Reauchase, Mucarty and Darcier, and also bv the govern or when he accepted the tender of their services.
