Banks of the Mayn, Oct. 4. The whole of Suabia has been nearly drained of French troops, Ail those who were Rationed in the Btifgaw arid on both sides of the Danube have proceeded towards Franconia. The five great field bofpilals which had been ettablifhed at Augsburg, were transported from thence to Nuremberg, on several hundred waggons. The public papers date, that 10,000 French troops have quitted Dalmatia, and palled beyond the Turkish frontiers, to defend the Porte against the lebels in the inte rior. The French envoy at lleffe Caffel, who had passed through Frankfort towards Mayence, returned on the 3d instant to rclump his pfili at the Electo ral Court. Since the return of the Elector of Hefle-Caflel from the Pruifian cimp at Naumburg, it is reported, that he per fids in maintaining an armed neutrality. Some Prus sian regiments of cavalry and infantry, which had paffid through Caffel, have received counter orders and returned through laid place, taking their rouie towards another desti nation. Several couriers from Marfliai Angereau have lately arrived at Caffel. Mr. YVelscher was bom in Fin gland, and at the commencement of the revolution was a midship man in the British Navy but took advantage of the first opportunity that presented itself to leave that service, and join the Americans, whose cause and principles lie es poused and advocated with as much zeal and sincerity as if he had been born a native, or had personally felt the oppressions of the colonial government. Mr. Wtlscher’s 11 hole life hud been distinguished by an incor ruptible integrity, and I.v a strict, adherence to the principles of honor truth and candour.
