Bv the last letters from Prince
of Wales Island, that settlement,
it appears, is capable of produ
cing 200,000 tons of Pepper an
nually.
It is reported that Mr. Whit
bread has expressed his decided
disapprobation of the conduct of
the late Negotiation with France,
and that lie means to express
himself to that effect in the de
bate of Monday next. Should
this prove true, Mr. Whitbread’s
close connection with the Minis
ter for Foreign Affairs will ren
der the circumstance both curi

The Secretary of the ireasuty
has reported to Congress, that
the cf>ast between Cape Hat‘eras
and Cape Fear hath been survey
ed by commissioners appointed
for that purpose, wfa* have made
a chart more correct than any
extant, particularly of the shoals
off Cape ilaueras, Cape Look-
Out and Cape Fear, as well as
of tho soundings between those
shoals and the Gulph Stream.
That tram the nature of those
shoab, which are ascertained to
consist of hanks of loose & shift
ing sand, it tloes not appear prac
ticable to erect a light house on
either of them, and that alth®
lha cemmissioners think that
buoys fixed on some parts; and
particularly near the channel,
which runs through the shoal cal
led “ The Frying-Pun,” would
be useful, it is doubtful whe her
they could, ill that situation be
moored in a perwaaneut manner.

Capt. Meakins informs, that on
the 22d of February, the brig
Hope, lash, was east away 35
miles to tlie northward of Cape
Hatteris. She was from N. York,
bound to Savannah. Cargo sav.
ed ; vessel lost.
On the same day, the brig Ja
cob, Eastern, from Bourdeaux,
bounil to Baltimore, was cast a
wav 31 miles north of Cape Hat
teras. Cargo saved ; vessel lost.
Capt. Mitchell, on the 3d in
stant, spoke the brig Industry, of
Philadelphia, from Jamaica, 30
days out, bound to St. Mary’s.
Extract f a letter from Robert
Marion , esq. to a Merchant in
this city,dated Washington,Feb
ruary 20, 1807.
“ On Wednesday last, I made
a report in favor of the Petition of
the Merchants ol Charleston. The
majority of the committee were of
opinion that the U. States, by ex
punging the 3d article of the Con
vention of the 30th Sept. I*oo, be
came bound to indemnify the me
morialists for such just claims as
they might rightfully have had on
France, if the article had been re
tained. From the multiplicity of
business of prior date now before
Congress, I cannot Suiter you
with the hope of the question ba
ing determined this session.”
Extract of a letter from Bsur
deaux, dated the 12 th January
t a gentleman m Charleston.
“ It 1* reported this morning
that a terrible battle has been
fought near Warsaw, on the bor
ders of the Vistula, between our
army and the Russians, in which
the Russians were defeated—lt
took place on the 22d, at 3 o’,
clock. The Russians had 52.000
men killed ; we lost 1.1,000 Poles
and 7,000 French. The number
of prisoners is noc yet known ;
they are reported to be more than
*0,000.”
Another letter from Bordeaux,
of the same date as the above
also states, that a decisive battle
had been fought on the 22J 33d
and 24'h ®f December ; in which
the Russians and Prussians were
defeated, with the loss of 30,000
men. —The losson the *ther side
was stated at 7000 French and
5000 Poles.
Capt. Haley arrived at N. Y.
from St. Bartholomews, reports,
that the French privateers had
24 days ago began capturing
American vessels to and from
British i -lands, Jk sending them
