SARAH HANDLEY faruqrv 26. 1f FOR SALE* A fezv Military Drums By M. WIIJTLEY. JAarket Square. March 23. 37. if Parliamentm if Proceeding * f G rent-Britain. HOUSE OF COMMONS, January 21. Elm Ch-tncellnr of tlte Exche quer (Lord Henry Petty) mo vfd for the House to resolve it self inro a committee, to take in to consideration the state of the Public Financt s—as also, that the different acts respecting the redemption of the public debt; and the imposing the dutii s cal led war taxes, should he re ferred to the consideration of the said committee; which was ac cordingl v ordered. The House then resolved it self into the said committee. The Chancellor f the Exche quer began by stating, that he felt a considerable degree of op pression when he considered the magnitude and importance of the subject to which he had then to call the attention of the commit” tee; but at the same time he felt from the greatness and impor tance of it one consolation, that it gave him claims to the indul gence and attention of the Com mittee—and although it might he his duty to address them at considerable length, he trusted they would give him their pati ent attention. It would be natu ral to congratulate the House on the national prosperity, and in so doing it would not be neces” sary to make any idle boast, it could be easily shewn it rested on solid foundations, and would he sufficient to protect and pre serve the freedom and indepen dence of tho country. He knew that it was rather unprecedented and unusual, to give a detailed statement of the Supplies, and of the Ways and Aleans, before the time when the Loan was to be contracted for; but he trusted that lie would be able to convince tlie Committee of the propriety of doing so in the present instance. Without farther preface he should proceed to state supplies. 1 here had this year been voted for the services of the Nav}', Id, 977, 8971. exclusive of Ord nance— for the army of G. B -10,302,9671. —for the army of Ireland, 3,445,1301. —making in the whole for the army, 13,048, 0971.—10 r the barracks ot Eng land, 300,237!.—0f Ireland, -109, 4201— making a total of y"3, 6371.. The Commissary Gene ral’s department was to be SH> 5261.— the Extraordinaries for Gi eat Britain and 1re1and,2,758, 47-41.—from which was t© be de ducted the sum before mention ed, tor the commissary general. I nis made the total for the ar my 18,223,7861. —the Ordnance oi Greafßi itain, 3,26 4,4401. — H Ireland, 479,2461. —the vote °t Credit lor Gieat-Britain, 1, 400,0001. from which was to be taken 1,000,0001. lor Subsidies due on treaties now existing; and alarihersum of 500,0001; appli cable to subsidies which might become necessaiy. ‘i bis sum certainly did not appear ecpial to what, in the present state of Europe, circumstances might requite; but he saw no reason, at present, to suppose that it would be larger, nor was there even a ceuanny.of its amounting to that sum. For Ireland he proposed the usual Vote ot Credit for SCO, 0001. The whole, then, of ttie Supplies founed a total of +3, 81 i,34-31.—t0 which were to he added the deficiencies of the Aiait Duty, SOO.CUul.—.he ser vices *>i 1806, n<E voted, 280, I” Whole Number 241. 0001. hv which he meant rhedN. count on Loans and Lotteries —350,0001. for the Jnvalu 10-n;* which, together with the interest on Exchequer Bills for the pre sent tear, would constitute a to. tal addition of *,000.000! —mak - mg the whole of the supplies for Great-Britain and Ireland 4; t 8 41,3401. —from which; hnwe. ver, was to be deducted (he pro portion of Ireland, which was 2 1 7ihs leaving the whole expenecs of this country for* the present year, 40,527,0951. WAYS AM) MEANS. The Ways and .Means to meet these expvnces were fust, the Malt ?< Pension Dutie amount ing to 2,750,0001. next, the sur plus of the consolidated fund, which, he was happy to say, a 4 as fully productive as he had cal culated, and justified him in tak ing it again this year at 3,500, 0001. The next article was the vv ar Taxes, which “ha took at 1800,0001. which sum even would not comprise the whole of what might be expected to be re ceived from them during the pre. sent year. He was happy to say that the measure adopted last Session had been pioductive lar beyond his most sanguine expec tations. By tile different mode of assessment now practised, this Property Tax, which was onlv taken at ten millions five hundred thousand pounds, actually pro duced 11,500,0001. file other duties on Customs and Excise, which were taken last year at 9,000,0001. now produced nearer 10,000,0001. aiul rnigh Joe made; still more produ- by RWm c changes of regulation, tat her than of increased taxation He therefore supposed the whole of war taxes which were taken at 19,500,0001. would really pro’ cluce 21,000,0001. For the Lot tery he should calculate4so,oool. He also proposed an issue of ex chequer bills, to the amount of 2.400,0001. which the present state of the market would well bear, ‘i he loan to be raised this year, was twelve millions, which the Committee would perceive was much less than had been raised j n any preceding year of war ( he loan of the last rear was eighteen millions.) This would give, as the total of th Tays and, Means 44,100, C00', v hich was an e.xecess fo4or 500, OOO;. over wl,at had hem calcu lated as tlie expences of the pre * sent year. He thought it. neces sary, however, to carry the wy* and means sol ar beyond the sup ply, as to guard against any pos sible deficiency. He felt that he was addressing the Committee on an occasion, wiierc it would not hr sufficient to take a tin-row and confined view of the exigencies of the present moment, and merely oc’ copy himself with providing f o r them ; but he should take a gen eral view of the financial situation ol the country at the present time. In the actual situation of Europe while the elements of discord were abroad, lie hoped the Com mittee would agree with him, that it was necessary to look at the future prospects of tlie coun try, as well as al its present situ ation. It was necessary to look at what has taken place, and what may be expected in future. It was impossible to avoid feeling gratitude for our pus. deliver ance ; but at the same time ive must look with wc and caution at that Ciai k cloud which no w °vc 1 hung - Europe ;and although no human eye c< uid (iviutrate t, yet the times were such as called /or all that human fmesigfu, c*u-
