Obama
Nominates
Quarterman
to Post
Cynthia L. Quarterman
On August 14, President
Barack Obama announced his
intent to nominate Cynthia L.
Quarterman to become the
Administrator of the Pipeline and
Hazardous Materials Safety
Administration at the Department
of Transportation.
Quarterman was born and
raised in Savannah, GA and
attended A. E. Beach High School,
where she was Miss Beach and
graduated with honors in 1979.
Her parents are the late Bernice
and Rudolph Quarterman, Sr. Her
siblings still reside in Savannah
with their families.
Quarterman graduated from
Northwestern University with a
B.S. in Industrial Engineering in
1983, and worked for a year as an
engineer for IBM in Owego, New
York. She graduated from
Columbia University with a JD in
1987. She joined Steptoe &
Johnson LLP, an American
Lawyer 100 law firm, in 1988.
Quarterman served as
Deputy Director (1993-95) of the
Minerals Management Service at
the Department of the Interior dur
ing the Clinton Administration,
and became its first female
Director in 1995, a position she
held until February 1999. In
September 1999, she returned as a
partner at Steptoe & Johnson LLP
where she has been ever since.
After the 2008 election,
Quarterman took a short leave of
absence to work on the Obama
transition team at the Department
of Energy.
Quarterman is married to
Pantelis Michalopoulos, one of her
law firm partners,
and they have a daughter, Charis,
who is almost 3 years old.
The Quarteman’s currently
reside in Washington, DC.

Wednesday, August 19,
2009 on Greenbriar's cam
pus.
The space is named
Lilli's Pad in honor of Lilli
Grace Register, the 18
month old daughter of
Paul and LeAnn Register
who was tragically killed
in a driveway accident.
Bright Spaces are
designed to provide chil
dren in shelters and com
munity agencies with a
dedicated warm, enrich
ing area to play and learn.
“We are ecstatic
about this partnership
with the Bright Horizons
Foundation for Children.
Lilli's Pad encompasses
all of the characteristics of
a safe and nurturing envi
ronment”, stated Gena P.
Taylor, Executive Director
of Greenbriar.
Bright Spaces enable
children in shelters to dis
cover the magic of child
hood. Studies have shown
that children of all ages
thrive when they have a
safe place in which to
explore the world around
them, filled with books,
toys and activities that are
developmentally appro
priate and provide an
opportunity for them to
discover the magic of
childhood.
Children experienc
ing the stress of homeless
ness especially need
access to these kinds of
child-friendly spaces in
order to develop social,
cognitive, gross motor and
language skills, which are
vital to their development
and success later in life.

provide engaging and
educational places for the
children to play, learn and
find security and warmth.
It is our mission to
raise the bar for the quali
ty of care and early educa
tion for young children

Ralph
Lipsey’s
Life
Celebrated
Ralph Lipsey
First Tabernacle Baptist
Church was filled to capacity on
Saturday, August 22, as family
members, friends and a host of dis
tinguished community leaders cel
ebrated the life and legacy of
Ralph Lipsey, Jr.
Lipsey, 81 entered into eter
nal rest on Tuesday, August 18,
2009 at home surrounded by his
loving family. He was born
January 10, 1928, to the late Ralph
Sr. and Veatta Daughtry Lipsey.
Ralph, Jr., affectionately
known to many as “Buddy,” was a
native of Rocky Ford, Georgia. He
became the family patriarch to
seven siblings after the death of his
parents. On January 21, 1949,
Lipsey married his childhood
sweetheart, Dessie Lee Jackson
and shortly thereafter relocated to
Savannah, which became his per
manent residence. They became
the proud and devoted parents of
five children.
In 1968, Lipsey opened
Lipsey Motors Inc., becoming the
first Black licensed used automo
bile dealer in the State of Georgia.
He served his community with
pride and respect as a local busi
ness owner selling “new and used
but not abused” vehicles for more
than 20 years. After closing Lipsey
Motors, Inc., he was employed
with Dan Vaden and later Grainger
Motors. Having completed nearly
60 years in the automobile profes
sion, he retired from Grainger
Motors with the distinguished
honor of “Grainger's Goodwill
Ambassador” in 2008.
Lipsey was a devoted mem
ber of the First Tabernacle Baptist
Church where he served as a
