Funding Cuts and Restructuring at
Curtis V. Cooper Primary
Health Care, Inc.
Founded in 1974 as
Westside Comprehensive
Health Center, Curtis V.
Cooper Primary Health
Care, Inc. (CVCPHC) pro
vides primary health care
services to residents in
Chatham County and the
City of Savannah. At two
health centers located at 106
E. Broad Street and 2
Roberts Street medical serv
ices are provided to approxi
mately 17,884 residents
annually, regardless of their
ability to pay.
In January 2011, the
Chatham County
Commissioners cut health
care funding to CVCPHC by
40%, the equivalent of $1.8
million. Due to this dramatic
reduction in funding,
CVCPHC is in the process
of restructuring.
The funding reductions
which have already begun
are in three phases:
Phase 1 15% reduction in
funding from January 2011
through March 2011; Phase
2 25% reduction in fund
ing from April 2011 through
June 2011; Phase 3 40%
reduction in funding taking
effect July 1, 2011 and con
tinuing the entire fiscal year,
through June 30, 2012.
Mr. Leon Burton,
Executive Director, reports
that the Board of Directors
of CVCPHC approved the
following cost reduction
measures: 1. Reducing
the hours of operations at the
health center on East Broad
Street from seven (7) days
totaling eighty-eight (88)
hours a week, to six (6) days
totaling forty-nine (49)
hours a week. The new
hours of operation at the
East Broad Street location
starting May 16, 2011, are as
follows: Monday,
Wednesday and Friday
8:00 am to 5:00 pm
Tuesday and Thursday
8:00 am to 7:00 pm
Saturday
9:00 am to 2:00 pm
2. For the first time clos
ing all facilities on the fol
lowing holidays: Memorial
Day; Fourth of July; Labor
Day; Veterans Day;
Thanksgiving Day; the Day
after Thanksgiving;
Christmas Day; the Day
after Christmas; New Years
Day; Martin Luther King, Jr.
Birthday; and St. Patrick’s
Day. 3. A staff reduction by
eliminating twenty-one (21)
full-time staff positions
within the next ninety (90)
days.
4. Using cash reserves
which had been set aside for
needed equipment replace
ment, to defray the opera
tional shortfall. This will
prevent additional staff lay
offs and the closing of a
health care facility.
On a brighter note,
operating hours at the 2
Roberts Street facility are
unaffected and will remain
Monday through Friday,
from 8:00 am to 5:00 pm.
CVCPHC will continue its
plans to expand into a new
facility located in the
Yamacraw Village neighbor
hood. This site once opera
tional will also be open
Monday through Friday,
from 8:00 am to 5:00 pm
and is a replacement for
Hitch Village location which
was demolished in 2010.
Mr. Burton states that
the Board of Directors and
management team of
CVCPHC will continue the
goal of providing quality
comprehensive health care
services that are accessible
and affordable to every resi
dent of Chatham County,
regardless of their ability to
pay.
He further states that
during these trying econom
ic times Curtis V. Cooper
Primary Health Care, Inc. is
committed to working with
every member of the
Chatham County Safety Net
Planning Council to ensure
there are no gaps in health
care services to constituents,
due to the reduction in fund
ing.

Solomons Appointed Interim Director
of Telfair Museums
The Board of Trustees
of Telfair Museums
announced the unanimous
appointment of Cathy Edel
Solomons as the museum’s
interim director while it
undertakes a national search
for the next director of the
institution.
Solomons will official
ly start following the con
clusion of the Telfair’s
Annual Meeting on May 19
and will oversee the day-to-
day operations of the muse
um. Solomons is currently
the Chairman of Telfair
Museums Board of Trustees
until May 19 at which time
her term will expire and she
will start her role as interim
director.
“We are fortunate to
have someone within our
board as qualified as Cathy
to lead the institution and
assure that the Telfair’s pro
grams and operations con
tinue to ran smoothly,” said
Mills Fleming, Telfair
Museums Trustee and Chair
Elect. “Cathy’s in-depth
knowledge and experience
with the museum will make
this a natural transition. She
is a person of the highest
integrity, judgment and abil
ity. We thank her for gener
ously agreeing to fill this
important volunteer role.
This is exactly the right
thing for the institution at
this point."
Solomons has a
decades-long history of giv
ing tirelessly of herself as a
community volunteer,
focusing her efforts on edu
cation and the arts. She cur
rently sits on the board of
many community organiza-

Savannah College of Art
and Design Advisory Board.
She is a past board member
of Savannah Junior League,
Congregation Mickve
Israel, and Savannah Arts
Commission. Solomons has
been active in the Telfair for
many years and has served
two terms on the board of
Trustees as well as serving
as chair of the museum’s
major fundraising event, the
Telfair Ball in 2000. She
was the Director of Cultural
Affairs Department Leisure
Services Bureau for the City
of Savannah from 1978-
1982. Solomons majored in
art education at the
University of Georgia, and
is a graduate of Savannah
Country Day School.

Florida on June 1, 2011.
The search committee
consists of eight trustees with
a distinguished array of pub
lic and private sector experi
ence, representing all aspects
of the Telfair’s interests,
including members who have
been on the board for more
than a decade, newer trustees,
and trustees who have a deep
and significant involvement
with other museums and cul
tural organization boards.
In addition to Cheri
Roach, the trustees on the
search committee, in alpha
betical order, are: Chip
Compton, Senior Vice
President Wells Fargo
Insurance Services, Inc. and
Telfair Board Member 1987-
1993 (President 1990-1992)
