On Thursday, July
19 City Council held a spe
cial meeting to consider ex
ercising the City’s eminent
domain power made possi
ble by 2017 changes to state
law, which facilitated con
demnation and redevelop
ment of terminally blighted
properties. The eminent do
main resolution presented to
Council, passed unanimous
ly. It was the City’s first
condemnation undertaken
pursuant to the new law and
utilized changes that were
chief among City Council’s
legislative priorities last
year.
The property,
located at 226 Cumming
Street, has accumulated a
lengthy, unabated history of
property maintenance code
violations and deteriorated
to a point that it is uninhab
itable. Savannah Police De
partment data also revealed
The City of Sa
vannah is encouraging dis
advantaged businesses to
RSVP for the Arena Con
struction Fair, a free event
112 reported crimes over the
past decade in the immedi
ate area.
Public records in
dicate the property is owned
by the Estate of Janie Mae
Holmes. Despite substantial
efforts to identify and notify
heirs and interest holders,
City staff was unable to lo
cate all potential interested
parties. This situation, com
monly referred to as “heirs’
property”, clouds the title
making private sale diffi
cult, if not impossible. One
of Ms. Holmes’ grandsons
appeared at the hearing and
voiced his support for the
condemnation.
As specified by
Georgia state law, the City
obtained an appraisal,
which valued the proper
ty at $17,500. The matter
will now be submitted to the
Superior Court of Chatham
County as a condemnation
aimed at connecting subcon
tractors with the firms bid
ding on the Arena project.
The Arena Con
struction Fair will be held at
the Civic Center on August
9 from 8:30 a.m. to 11 a.m.
Potential subcontractors
will have the opportunity
to network with contrac
tors bidding on the project
and connect with organiza
tions offering free business
services. Participants will
be given an overview of
the project and the various
subcontracting opportuni
ties available to Disadvan-
action. The Superior Court
will review the record and
determine whether it con
siders the property to be
blighted, as defined in the
state code. Factors include
the property’s condition
and the presence of crime.
Should the Court deem the
site blighted, the City will
pay the appraised value into
the registry of the Court for
distribution to proven inter
est holders and take title.
Ultimately, the City intends
to rely on the 2017 state law
changes to purchase other
blighted properties on Cum
ming Street. The City plans
to redevelop the corridor
with affordable housing.
The City’s com
mitment to reduce blight
aligns with the Savannah
Forward Strategic Plan pri
orities of Neighborhood Re
vitalization and Public Safe
ty ■
taged Business Enterprises
(DBEs) and local firms.
Service providers
in attendance will include:
the Georgia Department of
Transportation (GDOT) to
answer DBE certification
questions, the Small Busi
ness Assistance Corporation
(SBAC) providing small
business loans, and the City
of Savannah Office of Busi
ness Opportunity.
Businesses can

Arena Construction Fair and
