Letter To The Editor
Dear Editor,
Chatham County
and its eight municipalities
are negotiating a new dis
tribution formula for the
1% Local Option Sales Tax
(LOST), as required every
10 years by State law.
Inexplicably, Cha
tham County is insisting
on a radical shift in that
formula for the first time in
40 years, claiming finan
cial hardships, despite hav
ing rolled back millage on
6/16/22. In fact, Chairman
Ellis was then quoted, “I
feel that (with) the millage
rollback, we can sustain and
still be exactly where we
are... .1 just knew because of
the way things were going
and the prosperity of Cha
tham County we could
roll it back two mills.”
Under the Chair
man’s plan, the County’s
LOST share would increase
from 23% to 50% of LOST
sales tax’s collected. This
would increase County
revenue by more than $26
million per year at the ex
pense of Vernonburg and
Chatham’s seven other mu
nicipalities. How does this
correlate to the rollback?

Vernonburg, along
with the other municipal
ities, would be forced to
increase taxes to offset the
revenue reduction we would
experience under Chatham
County’s plan. Why such an
aggressive distribution for
mula at the expense of 70%
of the County’s residents in
the face of the rollback?
All the municipal
ities have urged Chatham
County leaders to keep
the LOST formula with
in manageable historical
ranges. It’s a strategy that
has worked: during four
decades of negotiations, the
change in LOST distribution
has never moved more than
a few percentage points,
helping lower taxes for ev
eryone, hence the County’s
rollback!
Please urge your
County Commissioners to
strongly reconsider Chair
man Ellis’ current plan. Oth
erwise, LOST funding is at
risk and everyone will pay
the price.
Respectfully submitted,
Jimmy Hungerpiller
lntendant, Town of
Vernonburg
