Grand Jury Presentment of the September - November
2022 Term
Your Honor,
The grand jury session for Scplcmber-Novcmbcr 2022 has come to an end today. As
foreperson I am pleased to inform you of the following accomplishments of this Jury, It
was amazing to see 23 total strangers come together to execute the duties of the grand
jury in a civilized manner and be able lo have discussion and decisions that resulted.
As a grand jury we heard, discussed and voted on 214 cases. As a result of this we
returned 210 cases as true bills, 3 no bills and 1 split bill, We want to express our
gratitude for the professionalism of the Deputy District Attorneys and officers who
brought insight into the many happenings in our communities.
As a grand jury, we also heard a complaint from a citizen in reference to potential and
alleged mishandling by the Chatham County Board of Elections of the paper ballots
from the May 24th Primary election and the June 2151 runoff, This case was denied by
the previous Grand Jury and was resubmitted to the September-Novcmbcr grand jury
session. The grand jury did elect to pursue investigation in the allegations and had the
original coin p I ai nan t testi ly to a comm ittcc of 9 j u rors, As a resul t of th is, the comm ittee
requested the district attorney's office to issue a subpoena lo have the Chatham County
Attorney appear to give testimony in this case. Unfortunately, this subpoena apparently
was not issued and the session has ended without any resolution to the original
complaint. It is assumed that this will be presented to the next grand jury.
Thank you again for the privilege of serving in this Grand Jury,
Respectfully;
Kevin C. Martschinskc
Foreperson
