Celebration of Executive Order 12898
State Senator Derek Mallow Weekly Update

is celebrating the 29th Anniver
sary of the signing of Executive
Order 12898. February 11th
marks the 29th anniversary of
President Bill Clinton’s sign
ing of the historic Executive
Order 12898 on Environmen
tal Justice “Federal Actions to
Address Environmental Justice
in Minority Populations and
Low-Income Populations.”
The landmark Order
was the first major victory for
Environmental Justice (EJ) in
the United States, which re
quired that all federal agencies
“make achieving environmen
tal justice part of its mission by
identifying and addressing, as
appropriate, disproportionately
high and adverse human health
or environmental effects of its
programs, policies, and activ
ities on minority populations
and low-income populations.”
The issuance of the
Order brought attention to the
EJ movement and its underly
ing principle that low-income
communities and communities
of color bear a disproportionate
burden of environmental pollu
tion and its health effects.
Many of these com
munities continue to lack basic
environmental benefits such
as a healthy home free of tox
ins, the availability of healthy
foods, and safe and affordable
housing.
On this anniversa
ry, we have recognized that,
although we’ve made great
strides since 1994, the voic
es of low-income communi
ties and communities of color
around the country calling for
justice have needed to grow
louder and stronger.

al Assembly is in full swing as
we begin the process of intro
ducing new legislation, assign
ing them to relevant commit
tees for review and amending
or determining that they aren’t
going to move forward. We
also hosted the Governor for
his State of the State remarks.
In addition, the leadership of
the Senate revealed their leg
islative initiatives for the 2023
General Assembly session as
well as the future.
Gov. Brian Kemp
gave his State of the State Ad
dress in the House chamber.
He reflected on his first term
and credited the state’s greatest
achievements to both chambers
working hand-in-hand with his
office, resulting in economic
growth. Gov. Kemp outlined
education, public safety, and
healthcare as legislative pri
orities. Gov. Kemp outlined
some budget highlights as
well, sighting the $1.9 billion
to be devoted to education and
fully fund the QBE Formula.
Additionally, Gov. Kemp an
nounced 17,500 new jobs that
is expected to bring in more
than $13 billion in investments
to Georgia. More on the budget
in a later installment of this ar
ticle. In addition, Gov. Kemp
announced his intention to ful
fill former-Gov. Zell Miller’s
vision for the HOPE Scholar
ship, covering 100% of tuition
for eligible students. By cover-

ing 100% of tuition, students
will receive roughly $1,000 in
additional financial assistance
in the coming school year.
In response to Gov.
Kemp’s State of the State Ad
dress, we in the minority host
ed several press conferences to
discuss what we see as miss
ing action points that we be
lieve would be a better way to
help Georgians. The Minority
Caucus while pleased with the
economic growth under Gov.
Kemp’s leadership but calls for
the Majority Caucus to recon
sider the proposed implemen
tation of state funding. Gov.
Kemp announced his intention
to fulfill former-Governor Zell
Miller’s vision for the HOPE
Scholarship, covering 100%
of tuition for eligible students.
By covering 100% of tuition,
students will receive roughly
$1,000 in additional financial
assistance in the coming school
year. Gov. Kemp ended his
address by outlining his plans
to ensure Georgians have ac
cess to affordable healthcare
through new implementations
with The Georgia Pathways to
Coverage program.
The Minority Lead
ership outlined increasing the
state’s minimum wage and
economic development plans
in business, especially minori
ty-owned businesses, increas
ing technology and STEM
opportunities as well as in
creasing healthcare access and
providers to Georgians across
the state. We also outlined
additional initiatives includ
ing codifying abortion access
in the Georgia State Constitu
tion, raising teacher’s pay by
$10,000, a full expansion of
Medicaid and repealing gun
legislation to further restrict
gun ownership.
