The U.S. Small Busi
ness Administration has ap
proved the Small Business As
sistance Corporation (SBAC)
for delegated authority for the
Community Advantage (CA)
loan program. What does this
mean? SBAC has in-house
authority to approve CA loans
up to $350k. Having Delegated
Authority status allows SBAC
to fund loans quickly without
the need to submit them to the
SB A for approval.
“Our local economy
is growing quickly. The loan
approval process can take up
to 10 days. Many of our SBA
loans are below the $350k
threshold, and the benefit to our
clients is that we can reduce the
processing time, and get them
approved more quickly, some
times within 24 hours.’’ Vic
toria Saxton, SBAC’s COO &
CFO stated.
Having this status
places SBAC in a strategic po
sition to service the needs of
its clients and the community
more quickly and efficiently.
SBAC continues to partner
with banks and other local or
ganizations to keep the local
economy moving.

CARVER'
STATE RANK
Your Honor,
As mandated by the stale of Georgia and as Foreman of the Grand Jury for the December
2022 term, we solemnly report that we have reviewed the financial reports as presented to
us by the Chatham County Sheriffs office, Probate Court and the Clerk of Superior Court,
We appreciate the transparency of these govern inert agencies and have found all
documents to be complete and accurate to the best of our knowledge.
This Grand Jury convened on December 7, 2022, and continued on through March 1,
2023. We were presented with 139 bills of indictment to which we returned, 133 as True
bills, 3 as split and only 2 as No bills. Which wo feel is a testament the hard work and
dedication, from qut local law enforcement agencies in the county working together As
well as the preparedness and professionalism of the District Attorney’s office lead by
District Attorney Shatcna Cook Jones.
During our term, wo were presented with cases involving domestic violence. Illegal drug
possession and distribution, murder, armed robbery, rape and crimes against children.
These cases lend to be by repeat offenders who already are convicted felons. Most of the
domestic violence cases are between adults, who are living together or who have lived
together in the past. Often times children are involved and are exposed to these violent
acts. Also, many of these cases involved recidivist offenders, most of which are in
possession of firearms.
Also, during this term, we were presented with a civil case involving Mrs. Beth Majeroni
(private citizen), and Mr. Billy Wooten and the Chatham County Board of Elections. The
Grand jury comprised of 21 members on that day voted 8 to investigate, 10 not to
investigate and 3 no votes. Due to receiving the required number of votes to-investigate
this matter, a council of 8 members of this Grand jury were assembled to investigate Mrs.
Majcrani's allegations of voting irregularities and falsifying documents.
The council did Investigate this malter and upon interviewing several witnesses to include
Mrs. Majeroni, We recommend additional staff be available to complete Open Records
Requests. During Mr. Wooten’s testimony, he advised that over the last two and a half
years, the number of Open Records Requests have increased.
Improve training on chain of custody paperwork. Impress upon custodians the importance
of correct and thorough paperwork. The Anex chain of custody paperwork had many
blank lines and inconsistent signatures.
However, it was more of a communication issue. Also, the council identified the
information requested by Mrs. Majeroni that could be legally provided to her and
requested that the May 24th runoff election, chain qf custody forms be provided to her
immediately. It is the presumption of this Grand jury and myself as Foreman that this
matter has been resolved to the best of our abilities.
However, also during the course of our investigation we were provided conflicting
account!) of exactly what information is contained in the QR code, that's on the paper
ballot. It is reqpmmendod that Mr. Billy Wooten qf the Chatham County Board of
Elections obtain this information and provide it to Mrs. Majeroni within 90 days or a time
set forth by the courts.
It was an honor and a pleasure lo serve on the December 2022 Grand Jury. We will all
leave this experience with a greater knowledge and rcspcci of the criminal justice system
and a deeper respect for the devoted and dedicated law enforcement officers, and
attorneys who work tirelessly to keep Chatham County safe, as well as organizations such
as SAFE Shelter and the Victim-Witness Assistance program, which aim to assist the
victims of some of the most heinous crimes. The citizens of Chatham County can rest
assured that justice is a priority 133 Montgomery St and that this Grand Jury took its’ oath
to consider all the facts presented and make fair and reasonable decisions. Thank you,
Judge Colbert, for giving us. the opportunity to be apart of this process.
