CDC to Launch “Bridge Access Program” in
Fall 2023 to Provide Free COVID-19 Vaccines to
Uninsured and Underinsured Adults
To help ensure that
millions of uninsured and un
derinsured American adults
continue to have access to no-
cost COVID-19 vaccinations,
the Centers for Disease Con
trol and Prevention (CDC) is
launching the Bridge Access
Program for COVID-19 Vac
cines this fall.
There are an estimat
ed 25-30 million adults without
insurance in the U.S., and there
are additional adults whose
insurance will not provide
free coverage for COVID-19
vaccines after these products
transition to the commercial
market for procurement, dis
tribution, and pricing, later this
fall. The pandemic highlighted
longstanding barriers to adult
vaccination, including lack of
accessibility, lack of availabil
ity, and lack of confidence.
Under the management and
oversight of CDC, the Bridge
Access Program - for a limit
ed time - will allow adults who
are uninsured or underinsured
to receive free COVID-19 vac
cinations.
“Protecting people
from COVID-19 remains a top
priority for CDC,” CDC Di
rector Dr. Mandy Cohen said.
“CDC is partnering with state
and local public health agen
cies, health centers, and phar
macies to ensure that all adults
nationwide maintain access
to lifesaving COVID-19 vac
cines. Ultimately, we know that
vaccines save money and lives.
Vaccination is especially im
portant as we head into fall and
winter, a time when COVID-19
and other respiratory diseases
are likely to circulate.”
A dedicated team
within CDC’s Immunization
Services Division has been
established to help launch the
new program this fall. CDC
will purchase COVID-19 vac
cines and allocate them, along

implement this new program,
through CDC’s established
network of state and local im
munization programs. These
partners will then facilitate
distribution of these vaccines
to participating communi
ty-based providers, including
local health departments and
Health Resources and Services
Administration (HRSA)-sup-
ported health centers. In order
to broaden access, CDC is also
working closely with select na
tional pharmacy chains, as well
as vaccine manufacturers, to
enable uninsured adults to re
ceive free COVID-19 vaccines
at participating retail pharmacy
locations.
CDC has published
its intent to modify existing
Increasing Community Access
to Testing (ICATT) program
contracts with those select
pharmacy partners with prov
en capacity to reach and vac
cinate millions of adults. It is
expected that through such
agreements with participat
ing pharmacy chains that the
Bridge Access Program will
reimburse pharmacies for the
administration fees, enabling
pharmacies to administer vac
cine doses for the Program.
CDC has also been working
closely with manufacturers, as
their voluntary collaboration is
critical to ensure that there is an
adequate supply of vaccines for
this program.
It’s important to
note that the Bridge Access
Program serves as a “tempo
rary bridge” and is scheduled
to end in December 2024. A
longer-term solution is the
Vaccines for Adults (VFA)
program, proposed in both the
FY 2023 and 2024 Presidential
Budgets, which would create a
permanent initiative modeled
after the successful Vaccines
for Children (VFC) program,
and would cover all recom
mended vaccinations at no cost
for uninsured adults. This pro
posal has not yet been enacted
into law.

CAT To Implement Service Improvements
On July 17
Effective Monday,
July 17, 2023, Chatham Area
Transit will implement new
service changes for some
Fixed-Routes.
These carefully
planned changes have been de
signed to improve the overall
commuting experience for CAT
riders.
Impacted route and
time adjustments include:
• 3 West Chatham continues
to provide service between the
Savannah/Hilton Head Inter
national Airport and the Joe
Murray Rivers, Jr. Intermodal
Transit Center in Downtown
Savannah. This is NOT a di
rect Airport Shuttle service but
a part of CAT’s regular fixed
route service.
• 4 Barnard service now starts
at 8 a.m. (Mon-Sat), running
every two hours from ITC to
Walmart at Montgomery Cross.
This change improves reliabili
ty and maintains the published
schedule.
• 6 Crosstown is now oper
ating on a 1-hour frequency
during morning and afternoon
peak periods, Route 6 offers
increased convenience. Trips
have been retimed to allow for
efficient connections to other
routes.
• 7D-C Cloverdale and Carver
Village now serves Route 29,
extending down W. Gwinnett
Street to Lynes Avenue. Ser
vice starts earlier on Saturdays
and Sundays to provide similar
service on Route 29.
•11 Candler Service has been
restored. It will run from 5:45-
10:20 a.m. and 1:05-7:30 p.m.
(Mon-Fri). The updated pattern
now serves Savannah State via
Derenne Ave., Laroche Ave.,
and Skidaway Road.
• 14 Abercorn now provides
service to the VA Clinic at the
Savannah Mall. The route op
erates on a 30-minute frequen
cy (Mon-Sat) and a 40-minute
frequency on Sundays. Two
buses will also begin service
from Walmart on Fulton Road
to the ITC in the mornings
(Mon-Fri) for better connec
tivity.
• 25 MLR will now turn right
onto Exchange Street and
right onto W. 52nd Street. The
schedule remains the same.
31 Skidaway/Sandfiy has add
ed AM trips to the ITC to im
prove service.
Major takeaways in
upcoming service change are:

will fully service route 29
(eliminating duplication and
making entire route zero-fare
for riders)
• Route 11 is being restored
since temporary suspension in
October 2022 and will include
a service extension to Savan
nah State University.
• Route 14 will now service the
VA Clinic

Please note these up
coming service improvements
have been underway since last
October’s temporary service
modification.
The modifications are
expected to be completed with
public meetings and a Title VI
