Perry Council OKs participation in UGA study HBlßy City Council held a special called meet ing July 27 to discuss par ticipation in a study by the University of Georgia. The study will focus on the Service Delivery Strate gy as required by the law created by House Bill 489. Council approved the participation but added the stipulation the City of Perry would not be bound by the study findings. Councilman Billy Jerles said by not binding the City to the study’s findings, it reinforces the City's pur pose to determine what services are being provided by which entity and which services are being over lapped. City Council also approved the invitation of Houston County Chairman Sherrill Stafford, and Houston County Council members Tom McMichael and Larry Thompson to the next council meeting to discuss the City's position on the study. The City of Perry’s application for Transportation Enhancement Activity {TEA} funding for the Fiscal Year 2000- 2001 was selected by State Transporta tion Board Chairman Frank C. Pinkston. The TEA project includes $700,000 in federal funds to apply to the total project cost of $987,500. In the selection process, there were $47 million in TEA funds available to distrib ute. There were 210 applications received, totaling more than $l2O million in requests, a spokesman for the DOT said. The selection process for this competi tive program involved extensive review and comment by the Transportation Enhancement Advisory Panel. This group evaluated all applications to aid the State Discussion cerned about getting the written plan to the Depart ment of Community Affairs on schedule. Centerville Mayor Mary Ann Weigand challenged Horton by asking why the Warner Robins leaders’ objections to the state mandated H 8489 plan had come up so late in the process. “Why did it take two years for this to surface?" Weigand asked. “Why did all this come up six weeks before the deadline? Was there a reason for that?" Others at the meeting urged a resolution in time to avoid losing state fund ing. Every county in Geor gia is mandated by the state to submit a written plan for delivering services and avoiding double taxa tion and duplication of ser vices. Houston County missed the original July 1 deadline due to objections raised by Warner Robins Mayor Donald Walker. Perry Mayor Jim Worrall said. “If we were to miss the deadline, this county would never recover.” Worrall said there is a provision in the HE3489 guidelines for the service delivery plan which allows governments to continue negotiating details for a year after signing the plan. The county government has already offered to take over the full cost of the Houston County Develop ment Authority, and also to contribute more funds to library projects. McMichael and Thomson both balked at the idea pre sented by the Warner Robins delegation that the county should also pay the entire cost of the E-911 ser vice. The TEA program is not a grant funds are disbursed through a contract between the sponsor and the Department of Trans portation, the spokesman said. The funds will be used for a variety of improvements including new sidewalks, corridor beautification, and landscaping along major roadways in the City of Perry. Further plans have not been fully devel oped. The City of Perry is responsible for pro viding all necessary project design, con tract administration and construction supervision; completing federal environ mental clearances; negotiating all proper ty acquisition in accordance with the Fed eral Uniform Act after obtaining the envi ronmental clearance; and funding all pro ject cost overruns. McMichael asked several times if the elected officials present would agree having a study done and any inequities worked out after the submission of the pro posal to the state on Oct. 1. His suggestion was that an impartial agency be hired to study county finances and determine if there are inequities in taxation, with the advance agreement that any inequities found would be corrected. Although Worrall and Weigand both nodded in agreement to this plan, Horton of Warner Robins said that he did not under stand it.
