City LTD agreed to withdraw a request for rezoning 39.62 acres along the North Perry Parkway from R 3 to C 2 and M 2. Once the Development Authority and the City of Perry transfer ownership of the industrial property off Valley Drive to Northside LTD, that firm will sell it to The Concrete Company. Faircloth told the council members during the work session they needed to streamline their planning and zoning commission. He felt the 90 days delay only helped the concerned citi zens group feed on hyste ria. He suggested a 21-day period and then a vote by the council on future rezoning issues.. The flat-lined VA health care has caused some of those who risked their fives fighting for freedom literally to lose their lives while waiting for a medical appointment. The stagnat ed budget has caused VA hospitals to reduce staff and to close wards. How could this be? How could a nation, that builds memorials to its wartime veterans, short change those very same patriots? Perception is part of the dilemma. And the percep tion is the VA health care system is underutilized, not underfunded. This percep tion is incorrect. Tribble could become eligible over the next few years, and will there be other schools will ing to take the students. Raspberry makes a good point in saying that those parents likely to switch sys tems could be those most involved in the failing schools, and that test used to measure the schools are in fact measurements of the homes the children come from. The news media reported the presence of empty beds in VA hospital, a phenome non highlighted by a recent General Accounting Office critique. However, the news media universally did not report that the empty beds were the result of under funding and artificial restrictions on access to VA health care. The situation in not the result of a dwin dling veterans population of overspending on facility upkeep. If you know nothing else about the about the VA health care system, know this: its 173 facilities are staffed by dedicated and highly capable practitioners and administrators who must do more with less. As Continued from page 4A One of the problems in many of our school systems is they only strive to be average. They are pleased if test scores meet the state or national average. In some systems to reach average would be a compliment, while in others it would really be deemed a failure. Nevertheless, if we think about what average is, we all should strive to do better no matter what we do.
