waiting for a medical
appointment. The stagnat

memorials to its wartime
veterans, short change

Perception is part of the
dilemma. And the percep

system is underutilized, not

the presence of empty beds
in VA hospital, a phenome
non highlighted by a recent
General Accounting Office
critique. However, the news
media universally did not
report that the empty beds
were the result of under
funding and artificial
restrictions on access to VA
health care. The situation
in not the result of a dwin
dling veterans population of
overspending on facility
upkeep.
If you know nothing else
about the about the VA
health care system, know
this: its 173 facilities are
staffed by dedicated and
highly capable practitioners
and administrators who
must do more with less. As

One of the problems in
many of our school systems
is they only strive to be
average. They are pleased if
test scores meet the state or
national average. In some
systems to reach average
would be a compliment,
while in others it would
really be deemed a failure.
Nevertheless, if we think
about what average is, we
all should strive to do better
no matter what we do. Aver
age is the best of the worst,
or the worst of the best, and
neither of those should
please us.
