12.8.6.7 A 12/8/99 7:07 AM Page2(l.l> Troup County hunters hold balance on Quality Deer Management decision Quality Deer Management is a concept which allows, through voluntary laws, a buck deer to live to a more mature or "quality size." In some counties, the law protects all bucks with an inside antler spread of less than 15 Inches (Macon Coun ty) or a minimum of four points, one inch or longer, on either side (as in Talbot Coun ty). The new regulation took off quickly, but recent polling of landowners in some potential Quality Deer Management counties has temporarily stopped the process, accord ing to Georgia Outdoor News. Several critics have sug gested the law restricts hunters from shooting smaller bucks and has driven up hunting lease prices. Another complaint is that the law makes no exception for young hunters to harvest smaller bucks. Land owners in Troup County have given the green light to countywide Quality Deer Management regula tions. In six other counties where the change in deer huntlng regulations was stud ied, landowner survey results halted the QDM. This year, seven counties applied to the Wildlife Resources Division of the Georgia Department of Natur al Resources for consideration of countywide QDM regula tions for the 2000-2001 hunt ing season., The first step in the process field lead and take a 37-29 advantage at halftime. Before WRD will continue the process, a minimum of 66 per cent of the land owners sur veyed must approve the change. In six of the seven counties applying for the QDM regula tions, the two-thirds majority was not achieved, and the issue died for this year. Approval rates included 52 percent in Brooks and Colquitt counties, 54 percent in Early and Sumter counties: 56 per cent in Oglethorpe County, and 63 percent in Elbert Coun ty- In Troup County, the sole survivor of the land owner sur vey. the Wildlife Resources Division sent out 433 surveys and exactly half or 215 were returned. Seventy percent of the returned surveys gave sup port to countywide QDM. The next step in the regula tions change process is a hunter opinion survey. A two thirds approved rate is also required from hunters before two from the foul line after the Hornets missed a three-point attempt that would have taken the lead. Sign-up sheets for Troup County deer hunters willing to participate in the survey are available at sporting goods stores and deer coolers in the county. Meanwhile, deer hunters in Troup County have already begun collecting jawbones, taking antler measurements and body weights of deer to provide WRD biologists with data to make a decision on which antler restrictions to implement. The hunter survey results won't be known until early January, 2000. I’m not aware of any effort to begin QDM in Houston County on a countywide bases. Sever al large hunting clubs have begun QDM on their proper ties. Hunters are a diverse group. Some hold their shots for a wall-hanger, while other hunters believe a small buck or doe is a good deer.
