18 eligible juniors were not
tested in one or more areas,
the school system reported.
The investigation revealed
inconsistent policy between
the five county high schools
concerning which third-year
sophomores would take the
test. Houston County School
Superintendent Charles Hol
loway blamed part of that on
“ambiguous state regula
tions" which leave some eli
gibility requirements to local
interpretation.
He said the local system
will develop a procedure for
use at all Houston County
high schools. This manual
will clearly identity’ which
sophomores are eligible to
take the test, Holloway said.
Officials in Atlanta have
not indicated when their
investigation would take
place, or what actions it could
take if the school is found
guilty of prohibiting students
from taking the test.
