County residents
get better
deal on garbage
collection
By Charlotte Perkins
Staff Writer
How much are you paying for
residential garbage collection -
sls per month or $9 per month?
It all depends on where you live,
and that difference has led to
questions about equity.
Here’s how two different gov
ernmental bodies handle the
costs related to “taking out the
trash.”
In the unincorporated areas,
weekly pick up services are pro
vided by the Houston County
Commissioners, who are cur
rently paying Southern Environ
mental Services $12.22 per
month per household for picking
up solid waste. Residents, how
ever, are only billed $9 per
month.
According to County Adminis
trator Steve Engle, the remain
ing $3.22 comes from insurance
tax money returned to the county
by the Georgia Department of
Revenue.
Here’s how it works. Whenever
an insurance policy is purchased
or the premium paid in the State
of Georgia, taxes are paid on that
policy. Each year, the Department
of Revenue returns the taxes to
the jurisdiction the purchaser
lives in. The law requires that
the funds can only be used to
serve those living within that ju
risdiction.

$1,233,670 in insurance taxes
this year. The funds are used to
offset the cost of the garbage col
lection, and also for animal con
trol. Those two costs, Engle says,
use almost all of the insurance
tax money.
The county government has a
contract with Southern Environ
mental Services that includes five
year rate committment, with
fixed increases each year. The
$12.22 rate will go up to $12.57
next year, and $12.91 the follow
ing year.
By contrast, following a recent
increase, the monthly bill for
Perry households is going up
from sl4 to sls, with one pickup
per week rather than the two
pickups the city previously pro
vided.
Perry’s residential garbage is
picked up by Sullivan Environ
mental Services, which is paid
$7.76 per household per month
by the city. The remaining money,
according to City Manager Lee
Gilmour, pays for the city’s yard
debris removal service, the dis
posing of the yard debris, moni
toring and closing costs for the
city’s old (unused) landfill, and cover
ing the costs of the two dozen or so
residents who have made valid claims
that they are unable to pay the
monthly bill.
The city, Gilmour says, uses the in
surance premium funds to underwrite
the costs of fire protection for the city.
