Sealed bids for construction of the
HOUSTON LAKE ROAD WATER LINE
RELOCATION-PHASE II (BEAR
BRANCH ROAD TO COHEN WALK
ER ROAD) will be received until 10:00
A.M., Thursday, August 7, 2003, at the
Houston County Annex Building,
County Commissioners Office, at 200
Carl Vinson Parkway, Warner Robins,
Georgia 31088, at which time and
place they will be publicly opened and
read. No bid may be withdrawn after
the closing time for receipt of bids for a
period of sixty (60) days.
Any Contractor submitting a bid
must be licensed by the State of
Georgia. License numbers must be
written on the face of the bid envelope.
No bid will be opened unless it con
tains the Contractoris license number.
See Instructions to Bidders for addi
tional bidding requirements.
The work to be done shall consist of
furnishing all labor, equipment, and
materials necessary to construct the
proposed water line relocation as
shown on the plans. The work is
described as follows: +- 17,000 L.F. of
24” water main, +-3,000 L.F. of 16”
water main, +-2,200 L.F. 8" water main,
fire hydrants, gate valves, fittings, and
other necessary appurtenances for a
complete installation.
The work will be awarded in one (1)
contract.
Plans, Specifications, and Contract
Documents are on file at the Dodge
Plan Rooms in Macon and Atlanta,
Georgia. Copies may be obtained from

Prequalification may be required of
Bidders prior to award of contract. At
the Ownerfs request, detailed written
evidence such as financial data, bond
ing capacity, previous experience,
present commitments, and other such
data as may be necessary to assist
Owner in determining Contractoris
qualifications may be required.
All bid forms must be accompanied
by a Bid Bond in an amount not less
than ten percent (10%) of the amount
bid. The successful bidder, if awarded
the Contract, will be required to furnish
a Performance Bond and Payment
Bond, each in the amount of one hun
dred percent (100%) of the Contract
amount. All bonds must appear on the
Treasury Department's most current
Circular 570 Listing.
The Owner reserves the right to
reject any or all bids, to waive infor
malities, and to readvertise.

PUBLIC HEARING
The Planning and Zoning
Commission for the City of Warner
Robins has scheduled a public hearing
to be held on August 12, 2003, 6:00
P.M. at City Hall, Warner Robins,
Georgia. The purpose of said meeting
is to hear objections, if any, to a
request for a variance to allow the con
struction of a church in an area zoned
R-3 [Two-Family Residential District]
located at 2007 through 2019 Elberta
Road, Warner Robins, Georgia. All
parties at interest and citizens shall
have the opportunity to be heard at
said time and place relative to petition
filed by Pastor Jim Murr of the Open
Door Church.

PUBLIC NOTICE
Due to the severe rainfall that
occurred in the Warner Robins area on
the evening of July 17, 2003, the
Sandy Run Wastewater Treatment
Plant, located at 250 Industrial Park
Boulevard, experienced a major spill.
The spill was the result of the large
volume of rain that fell over a relatively
brief period of time. Over the course of
a 24-hour period, which spanned from
midnight July 16 to midnight July 17,
the facility treated 7.15 million gallons.
This treated wastewater exceeded the
maximum weekly total suspended
solids limitation set forth in the
Environmental Protection Division per
mit by 50%, which constitutes a major
spill. This was not a raw sewage dis
charge.
The receiving water for the facility is
Sandy Run Creek, which is tributary to
the Ocmulgee River.
Although all efforts were made to
mitigate the environmental impact of
this incident, there was no corrective
action required by OMI because this
event was triggered by an act of
nature. Despite this rain-induced
event, the plant remains well within the
weekly permitted total solids require
ments.
When a violation does occur, we are
required by law to notify regulators
and, in some cases, the general public.
This law is another way of ensuring
that plant performance is as efficient
as possible and we welcome this over
sight and responsibility.

NOTICE OF DRAFT PART 70 OPER
ATING PERMIT
To All Interested Parlies:
The Georgia Environmental
Protection Division announces its
intent to revoke Part 70 Air Quality
Operating Permit No. 3241-153-0003-
V-01-0 issued to Medusa-Citadel, Inc.
by the issuance of Permit 3241-153-
0003-V-02-0. The facility is located at
Clinchfield, Georgia. The primary pur
pose of this permit is to change the
facility name and ownership to Cemex,
Inc., revise the permit, and incorporate
the provisions of 40 CFR Part 63
Subpart LLL, “National Emission
Standards for Hazardous Air Pollutants
from the Portland Cement
Manufacturing Industry.” Part 70
Operating Permits are being prepared
in accordance with Part 70 of the
Clean Air Act by the Georgia
Environmental Protection Division
(EPD). This permit will be enforceable
by the Georgia EPD, the US.
Environmental Protection Agency, and
other persons as otherwise authorized
by law.
This facility mines limestone, fuller's
earth, and clay and uses crushing,
grinding, drying, and firing to process
them into Portland cement.
The draft permit and all information
used to develop the draft permit are
available for review. This includes the
application and all other relevant mate
rials available to the permitting author
ity. This information is available for
review at the office of the Air Protection
Branch, 4244 International Parkway,
Atlanta Tradeport - Suite 120, Atlanta,
Georgia 30354. Copies of the draft
permit, narrative, application summary,
and permit application will be available
at our Internet site
http://www.air.dnr.state.ga.us/sspp by
selecting iDraft Title V Permits? on the
menu. (Please note that the Internet is
generally accessible from most public
libraries in Georgia and at the Air
Protection Branch office listed above.)
If copies are desired, a copying
machine for public use is provided by
EPD at the Atlanta Air Protection
Branch office only and is available on a
first-come, first-served basis. One
copy of a single draft permit can be
made free of charge. If additional
copies are required, a copying charge
of 25 cents per page will be assessed
unless you bring your own copier.
Office hours are 8:30 a m. to 4:00 p.m.,
Monday - Friday.
You are hereby notified of the oppor
tunity to submit written public com
ments concerning the draft Part 70
Operating Permit. Persons wishing to
comment on the draft Part 70
Operating Permit are required to sub
mit their comments, in writing, to EPD
at the above Atlanta Air Protection
Branch address. Comments must be
received by the EPD no later than 30
days after the date on which this notice
is published in the newspaper. (Should
the comment period end on a weekend
or holiday, comments will be accepted
up until the next working day.) The
Division, in making its final decision to
issue the Pari 70 permit, will consider
all comments received on or prior to
that date.
Any requests for a public hearing
must be made within the 30-day public
comment period. A request for a hear
ing should be in writing and should
specify, in as much detail as possible,
the air quality related issues that con
stitute the basis for the request. Where
possible, the individual making the
request should also identify the por-
of the Georgia Rules for Air
Quality Control and/or the Federal
Rules that the individual making the
request is concerned may not have
been adequately incorporated into the
draft permit. If a public hearing on the
draft Title V Operating Permit is to be
held, the date, time, and location of the
hearing will be provided by a subse
quent separate public notice. At such
hearing, anyone may present data,
make a statement or comment, or offer
a viewpoint or argument either orally or
in writing concerning the draft Title V
permit. Any information received dur
ing a public hearing will be considered
by the Division along with all other
information received during the com
ment period when making its final deci
sion to issue the Title V permit.
This draft Permit will be issued as a
proposed Part 70 Permit for review by
the US EPA in accordance with 40
CFR 70.8 following the public com
ment period. Information pertaining to
U.S. EPAfs review period can be found
on their website at
www.epa.gov/region4/air/permits. The
US EPA’s review period extends for
(45) days after the proposed permit is
submitted to EPA.
After the comment period has
expired and EPA's review is complet
ed, the EPD will consider all com
ments, make any necessary changes,
and issue the Part 70 Operating
Permit. Copies of the final Title V
Operating Permit, comments received,
EPDfs responses to comments, and
any other relevant information will then
be made available for public review
during normal business hours at the
office of the Air Protection Branch. A
summary of comments and any
changes made to the final permit will
be found in an addendum to the narra
tive. A copy of this narrative and the
final Title V permit will be added to the
information already available at the
Internet address given above.
