The day’s key event came
just before 11:30 a.m. when
newly sworn House mem

Rep. Glenn Richardson as
Speaker of the House. As is
customary, minority
Democrats put up a chal

of Dublin - but even some
Democrats joined in giving
Richardson a 117-60 victory.
“There is a time for
change and a time to lead.
Now is the time to lead,” the
new speaker declared.
“We’re all Georgians, and all

Across the Capitol’s mar
ble floors, Sen. Charles
Walker, D-Augusta, took his
seat uneventfully despite
facing a 142-count federal
indictment that accuses him
of using his former clout for
personal gain. Absent from
the chamber for two years,
Walker was one of the
Legislature’s most powerful
figures when Democrats
were in power.

The new Republican lead

conservative issues like
abortion that finally will

somewhat more relaxed

Georgia was one of the

After years of disappoint

ing plan which gave
Republicans more favorable
election districts than the
one Democrats drew while
they held power and by the
state’s fervent support of
Republican President
George Bush. Months of
savvy and intense stump
campaigning helped, too.
Issues like tort reform and
imposing new restrictions
on abortion will come to the
front in the new GOP-led
Legislature, whose leaders
are promising to allow full
debate on issues. That’s in
contrast to the Democratic
practice of keeping a lid on
hot potato bills by burying
them in committee.
And issues promoted by
Republican Gov. Sonny
Perdue such as ethics
reform are all-but assured of
passing.
But as the Republican cel

also were gathering over a
topic of particular interest
to Georgia’s politically pow

In a show of unity just
ahead of the session, Perdue
gathered at the executive
