Hello Out There
As we have started a new year, I look at the Past, Present & Future.
The Past is unbelievable. I remember when $30,000 was a BIG price

ping, restaurants, etc. Competition is out there in all walks of life, but
loyalty and honesty is what counts.
When it comes to loyalty, I want to thank my right arm. Eve
Bucholz, who is starting her 17th year as my faithful secretary. All of
you that have been in our office know Eve and her willingness to help
you. Right behind her is our back-up secretary, Ann Watson, another
jewel of ten years with us. Thank you ladies, you are the BEST. A
loyal and faithful agent is Bill Fowler. Bill joined our firm 14 years
ago, retiring from the Air Force. He has been highly successful and is
a lifetime member of the Million Dollar Club. We congratulate Becky
Bangert for a very successful 2004 and her first full year with us.
She had over two million dollars in sales for the year. With husband.
Rocky, they make a terrific hard working team. We welcome new
agents to join our firm. We keep approx 12 agents full time. I feel

College. The award is pre

most outstanding elected or
appointed official or employ
ee of any governmental
agency. The award is made
for exceptional, outstanding
urine sample, which was col
lected at the jail.
Thomas’ charges include
first-degree homicide by
vehicle, DUI-drugs, reckless
driving, failure to yield right
of way entering an intersec
tion, and failure to obey a
traffic control device.
The driver of the truck
was not cited. The incident
is still under investigation.

sometimes when rescuing
an animal it is necessary
to keep it for more than
seven days.
“We need to be able to
determine the owner in
cases where an animal
gets out and hurts some
one,” said George Butts,
Warner Robins Animal
Control Division Director.
“I am afraid that some
people would be reluctant
to get involved in animal
rescue if they are afraid of
legal ramifications,”
Turner said. “They should
not have to carry the full
legal stigma of owner
ship.”
The committee also dis
cussed the issue of allow
ing dogs to be chained to a
stake or post as a means of
restraint.
“That is not good own
ership, and it should not
be allowed,” Turner said.
“Some people are not
good owners and that is
the only way to get them
to restrain their animals,”
Carroll said. “If that is the
only way they are going to
restrain their pit bull,
then I have to go along
with allowing the chain.”
“My nightmare is a pit
bull getting out and
attacking a child,” Butts
added. “We have some
dogs around here that are

people that they do not
have to take every effort
to properly restrain their
dog,” Turner said. “If they
are allowed to chain them,
then that is all they will
do.”
The provision to outlaw
chaining of animals was
not approved.
The committee dis
cussed a provision which
would limit the number of
animals allowed in each
household. The ordinance
as written would allow
each household to have no
more than three dogs and
three cats for a total of six
animals.
“It is unreasonable to
differentiate between the
type of animal,” Turner
said. “If it is legal to have
six animals total it should
be legal to have six of
either species.”
The committee voted to
keep the three-and-three
provision.
Turner asked the com
mittee to put a provision
into the ordinance which
would allow variances to
the number of animals
allowed in cases where the
owner practices “a recog
nized hobby or sporting
activity.”

“It is hard to differenti
ate between a person who
shows dogs and one who
hunts hogs,” Carroll said.
“I don’t want to increase
the number of hunting
dogs out there. Such a
variance would be dis
criminatory against peo
ple who just like animals
and want to have more
than six. If you have a big
enough lot or have the
proper zoning there is no
limit to how many animals
you can have.”
“I just want there to be
an opportunity to get a
variance if they need one,”
Turner said. “Why can’t
you allow the county com
mission or city council to
make the decision as to
whether it is proper?
“For someone who is
just showing dogs this is a
severe limitation,” Turner
said. “When your dogs get
older you need to start
training younger dogs.
Does that mean you have
to put the older ones to
sleep? We need some
acknowledgement that we
can stay in business.
“This ordinance is being
written to address bad
owners but what you are
really doing is punishing
the good owners,” Turner
said.
The decision was made
not to include the variance
procedure.
